Most financial companies are not directly connected to the large payment system of the central bank. Therefore, whenever an electricity bill of the financial company where the acceptor opens an account is encountered, offline settlement can only be selected when the bill is presented for payment.
The offline clearing method is no-ticket payment, and the electronic ticket system can only sign for bills. For bill settlement, the acceptor's online banking needs to make separate documents and go through the transfer approval procedures, which is time-consuming and laborious. What's more, some people need the holder to submit paper proof materials first, and the acceptor can only make a single payment according to the materials after receiving them, which often leads to the status of the bill showing "Bill has been settled".
