1. China's domestic waste is increasing year by year, and only 70% of it is collected and transported by classification.

According to the Annual Report on the Prevention and Control of Environmental Pollution by Solid Waste in Large and Medium-sized Cities in China in 2020 published by the Ministry of Ecology and Environment, 20 19 and 196 large and medium-sized cities generated 235.602 million tons of domestic garbage, with a treatment capacity of 234.872 million tons and a treatment rate of 99.7%. 2. Review on the Development of Domestic Waste Treatment in the 13th Five-Year Plan

During the "Thirteenth Five-Year Plan" period, all localities steadily promoted the classification of domestic waste, actively carried out the construction of facilities for classified delivery, classified collection, classified transportation and classified treatment, vigorously promoted incineration treatment, further improved the collection and transportation system, significantly improved the domestic waste treatment capacity and significantly optimized the treatment structure, laying a solid foundation for promoting the high-quality development of the industry.

At present, there are still some problems such as insufficient treatment capacity, unbalanced regional development, hidden environmental risks in existing landfill facilities, and imperfect management system and mechanism. It is difficult and challenging to achieve high-quality development of the industry. About 50% cities in China (including prefecture-level cities and county-level cities) have not yet built incineration facilities, and most county towns have a large gap in incineration capacity.

The resource utilization rate of municipal solid waste is about 50%, and there is much room for improvement. The capacity of harmless treatment in the central and western regions is still insufficient, and the rate of harmless treatment of municipal solid waste in the western and northeastern regions is less than 30%, far below the target of 70% proposed in the 13 th Five-Year Plan.

Judging from the collection and transportation of domestic waste, except for 46 key cities, most prefecture-level cities and counties have not yet established classified collection and transportation facilities for domestic waste.

3, the "Fourteenth Five-Year Plan" development focus of domestic waste treatment

During the "Fourteenth Five-Year Plan" period, the construction of domestic waste classification treatment facilities entered a critical period. According to the "Tenth Five-Year Plan" for the development of municipal solid waste classification and treatment facilities, China's domestic waste treatment focuses on improving the quality of urban ecological environment, taking the protection of people's health as the starting point, focusing on promoting the reduction, recycling and harmlessness of domestic waste, filling in the shortcomings, making efforts to solve the outstanding problems existing in municipal solid waste classification and treatment facilities, and accelerating the establishment of a domestic waste treatment system integrating classification, delivery, collection, transportation and treatment.

By the end of 2025, the sorting and treatment capacity of domestic waste in 46 key cities, including municipalities directly under the central government, provincial capital cities and cities with separate plans, will be further improved; Prefecture-level cities have basically established a domestic waste classification and treatment system according to local conditions; The Beijing-Tianjin-Hebei region and its surrounding areas, the Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Economic Belt, the Yellow River Basin, and the ecological civilization experimental zone have basically established a domestic waste classification treatment system. Encourage other areas to actively improve the coverage rate of garbage sorting facilities. Support towns to speed up the filling of shortcomings in domestic waste collection, transshipment and harmless treatment facilities. .

-support the special fund for "classified treatment of domestic waste"

On May 9, 20021year, the National Development and Reform Commission issued the Special Management Measures for Pollution Control and Energy Saving and Carbon Reduction Investment in the Central Budget, which proposed to strengthen and standardize the management of pollution control and energy saving and carbon reduction investment in the central budget, improve the efficiency of the use of central funds, and mobilize the enthusiasm of social capital to participate in pollution control and energy saving and carbon reduction. For sewage and garbage disposal, the special project will focus on supporting the construction of environmental infrastructure projects such as sewage treatment, sewage resource utilization, classified treatment of urban domestic garbage, and centralized disposal of urban medical waste and hazardous waste.

The financial support standards include classified treatment projects of municipal solid waste, and the eastern, central, western and northeastern regions are controlled according to 30%, 45%, 60% and 60% of the total investment respectively. The amount of support for a single project should not exceed 50 million yuan in principle, except for major innovation demonstration projects.
