State-owned enterprises are wholly state-owned enterprises, wholly state-owned companies and state-owned capital holding companies that the State Council and local people's governments perform the responsibilities of investors on behalf of the country respectively. They have the characteristics of commercial and public welfare, and play a role in coordinating the development of all aspects of the national economy.
The central enterprise is a wholly state-owned or state-controlled enterprise directly managed by the central government, which belongs to the subsidiary enterprise (level 1) of the central enterprise. China Water Group does not meet the definitions of state-owned enterprises and central enterprises. Therefore, China Water Group is neither a state-owned enterprise nor a central enterprise.
