The specific process of wage arbitration is as follows:

To sum up, it is illegal for a company to default on wages, no matter how long. The employing unit shall settle the wages within 30 days after the end of the natural month, and if it exceeds 30 days, it will constitute arrears of wages. Where wages are in arrears, the labor administrative department shall order them to pay wages and economic compensation to the workers, and may also order them to pay compensation.
