Chapter I General Provisions

Article 1 This system is formulated to strictly implement the Regulations on the Safety Management of Hazardous Chemicals and other relevant laws and regulations, strengthen the safety management of hazardous chemicals and ensure safe production.

Article 2 When producing, managing, storing, transporting, using and disposing of hazardous chemicals, the production and business units (including joint ventures) affiliated to the Group Company must abide by this system, the Regulations on the Safety Management of Hazardous Chemicals and other safety laws and other relevant administrative regulations;

Article 3 The principal responsible person of a unit that produces, manages, stores, transports, uses and disposes of hazardous chemicals must ensure that the safety management of hazardous chemicals in this unit meets the requirements of the Regulations on the Safety Management of Hazardous Chemicals and other relevant laws, regulations, rules and national standards, and be responsible for the safety of hazardous chemicals in this unit.

Personnel engaged in the production, management, storage, transportation, use or disposal of hazardous chemicals must be trained in relevant laws, regulations, rules and safety knowledge, professional technology, occupational health and emergency rescue knowledge, and can only work at their posts after passing the examination;

Article 4 According to the Regulations on the Safety Management of Hazardous Chemicals, the safety management departments of units that produce, manage, store, transport, use or dispose of hazardous chemicals are responsible for the comprehensive supervision and management of hazardous chemicals. The public security department is responsible for the public safety management of dangerous chemicals and the safety management of highly toxic chemicals. The quality inspection department is responsible for the product quality supervision and management of dangerous chemicals packaging and containers. The environmental protection department is responsible for the supervision and management of the disposal of waste hazardous chemicals. The transportation department is responsible for the safety management, supervision and inspection of chemical transport vehicles, as well as the qualification training and assessment of drivers of dangerous chemicals transport vehicles and dangerous chemicals handling personnel.

Article 5 Units that produce, manage, store, transport, use and dispose of hazardous chemicals shall formulate their own emergency rescue plans, equip them with emergency rescue personnel and necessary emergency rescue equipment, and organize drills regularly.

Chapter II Production, Use and Storage of Hazardous Chemicals

Article 6 Enterprises that produce and store hazardous chemicals must meet the following conditions:

(a) there are production processes, equipment or storage methods and facilities that meet the national standards;

(2) The perimeter protection distance of factories, oil depots, gas stations and warehouses meets the national standards or relevant provisions of the state;

(3) Having managers and technicians who meet the needs of production or storage;

(4) Having a sound safety management system;

(five) other conditions that meet the requirements of laws, regulations and national standards.

Seventh dangerous chemicals production facilities and storage facilities constitute a major hazard source and the distance between residential areas, schools, hospitals and other protected areas must comply with national standards or relevant state regulations.

Article 8 A production unit of hazardous chemicals shall attach a chemical safety technical specification completely consistent with hazardous chemicals to its packaging. A chemical safety label completely consistent with the dangerous chemicals in the package shall be affixed or tied on the package.

Article 9 Enterprises that use hazardous chemicals for production must comply with national standards and relevant regulations, and must establish and improve rules and regulations for the safe use and management of hazardous chemicals to ensure the safe use and management of hazardous chemicals.

Article 10 Units that produce, store and use hazardous chemicals shall, according to the types and characteristics of hazardous chemicals, set up corresponding safety facilities and equipment such as monitoring, ventilation, fire prevention, explosion prevention and gas protection in workshops, warehouses and other workplaces, and carry out maintenance in accordance with regulations to ensure compliance with safety requirements.

Eleventh units that produce, store and use highly toxic chemicals shall conduct annual safety assessment of their production and storage equipment; Units that produce, store and use other dangerous chemicals shall conduct a safety assessment of their production and storage devices every two years.

Article 12 Units that produce, store and use hazardous chemicals shall be equipped with communication and alarm devices in the places where they are produced, stored and used, and ensure that they are in normal application under any circumstances.

Article 13 Units that produce, store and use highly toxic chemicals shall truthfully record the production, flow direction, storage and use of highly toxic chemicals, and take necessary safety measures to prevent highly toxic chemicals from being stolen, lost, missold or misused. The use places and employees of highly toxic chemicals must be equipped with special protective equipment.

Fourteenth dangerous chemicals must be stored in special warehouses, special places or special storage rooms, and the storage methods, methods and quantities must meet the national standards and be managed by special personnel.

Fifteenth special warehouses for dangerous chemicals must meet the requirements of the national code for fire protection design of buildings, and must meet the requirements of national safety and fire protection standards, and set up obvious signs. Storage facilities should be inspected regularly.

Article 16 The disposal of waste hazardous chemicals shall be carried out in accordance with the relevant provisions of the Law on the Prevention and Control of Environmental Pollution by Solid Wastes. Chapter III Transportation of Dangerous Chemicals

Seventeenth tanks and other containers used to transport dangerous chemicals must be inspected before they can be used.

Eighteenth dangerous chemicals transport enterprises should carry out relevant safety knowledge training for drivers, loading and unloading management personnel and escorts; Drivers, loading and unloading management personnel and escort personnel must master the knowledge of transportation safety of dangerous chemicals, pass the examination and obtain the qualification certificate before taking up their posts. During transportation, corresponding protective articles should be equipped according to the nature of hazardous chemicals. Care must be taken when handling. It is forbidden to bump or drag.

Article 19 When transporting explosives, drama drugs and radioactive substances, the security department shall assign special personnel to escort them, and the number of escorts shall not be less than two. Vehicles transporting the above items are not allowed to drive in busy streets, and speeding, overtaking and forced passage are strictly prohibited.

Twentieth prohibit the use of battery cars, dump trucks and bicycles to transport explosives, and prohibit the use of forklifts, forklifts and dump trucks to transport inflammable, explosive, liquefied gas and other dangerous goods.

Chapter IV Punishment

Article 21 If a unit that produces, manages, stores, transports or uses hazardous chemicals fails to set up corresponding safety facilities and equipment in workshops, warehouses and other workplaces according to the types and characteristics of hazardous chemicals, it will be deducted from its total monthly salary of 1% ~ 5%, and if the nature is serious, it will be handled in accordance with relevant state regulations;

Twenty-second production and management of dangerous chemicals units did not prepare safety technical specifications and chemical safety labels, 0.5% ~ 2% of the total monthly salary of the unit;

Twenty-third production, management, storage, transportation and use of dangerous chemicals in one of the following acts, 0.5%~2% of the total monthly salary of the unit, if the circumstances are serious, in accordance with the relevant provisions of the state.

(1) Failing to conduct regular safety evaluation on production and storage devices as required;

(2) Failing to set up communication and alarm devices in the places where dangerous chemicals are produced, stored and used, and keeping them in a normal applicable state;

(three) there is no special library or special person to manage dangerous chemicals;

(4) Failing to check and register hazardous chemicals when entering or leaving the warehouse, or failing to check regularly after entering the warehouse;

(five) the special warehouse for dangerous chemicals does not meet the requirements of national safety and fire control standards, and no obvious signs are set up, or the safety equipment and safety facilities of the special warehouse are not regularly tested;

(6) The production unit of hazardous chemicals fails to truthfully record the production, flow, storage and use of highly toxic chemicals, or fails to take necessary safety measures to prevent the theft, loss, mis-sale and misuse of highly toxic chemicals, or fails to report to the local public security department immediately after the theft, loss, mis-sale and misuse of highly toxic chemicals;

(seven) drivers, loading and unloading managers and escorts engaged in the transportation of dangerous chemicals have not passed the examination and obtained post qualifications;

(eight) dangerous chemicals transport enterprises transport dangerous chemicals without escorts.

Article 24: If a dangerous chemical accident occurs and rescue is not organized immediately according to relevant regulations, or it is not reported immediately, 2%~ 10% of the total monthly salary of the responsible unit will be deducted.

Chapter V Supplementary Provisions

Twenty-fifth this system is in conflict with national laws, administrative regulations and local regulations, in accordance with the relevant provisions of the superior.

Twenty-sixth this system shall be implemented as of the date of promulgation. The original dangerous goods management system shall be abolished simultaneously.
