There are two driving forces to promote the gradual formation of smart cities. One is a new generation of information technology represented by the Internet of Things, cloud computing and mobile Internet, and the other is an open urban innovation ecology gradually bred in the knowledge society environment. The former is a technical factor at the level of technological innovation, while the latter is a socio-economic factor at the level of social innovation. From this we can see the driving role of innovation in the development of smart cities. Professor Meng Qingguo, secretary and vice president of Tsinghua University School of Management, pointed out that a new generation of information technology and innovation 2.0 are two genes of a smart city, and they are both indispensable.
Smart city management is an important part of smart city. Smart city management not only needs the support of new generation information technologies such as Internet of Things and cloud computing, but also needs to cultivate the next generation innovation (Innovation 2.0) oriented to the knowledge society. The integrated development of information and communication technology has melted the barriers of information and knowledge sharing and the boundaries of innovation, promoted the formation of Innovation 2.0, and further promoted the "melting" of the boundaries of various social organizations and activities. The transformation of innovation form from production paradigm to service paradigm has also led to the transformation of industrial form, government management form and urban form from production paradigm to service paradigm. If innovation 1.0 is a relatively closed innovation form with production as the guide, producer as the center and technology as the starting point, innovation 2.0 is an open innovation form with service as the guide, user as the center and people as the center to adapt to the information age and knowledge society. In the keynote speech "Smart City and Management Innovation from the Perspective of Innovation 2.0", Dr. Song Gang, director of the Information Equipment Center of Beijing Urban Management Law Enforcement Bureau, gave a wonderful speech on the innovation of industrial form, government form, urban form and social management mode brought about by the change of innovation form from the social context of the development of three generations of information and communication technologies. He pointed out that the construction of smart cities requires not only the application of technical tools such as Internet of Things and cloud computing, but also the application of social tools such as Weibo and Wiki, and more importantly, the methodology and practice involving users such as LivingLab to promote people-oriented sustainable innovation. At the same time, he vividly explained the social management innovation in the era of innovation 2.0 by combining the smart urban management construction based on the Internet of Things platform in Beijing.
The roundtable on "Smart City and Social Management Innovation" was presided over by Professor Meng Qingguo, Secretary and Vice President of School of Public Administration of Tsinghua University. Professor Meng Qingguo emphasized in his presiding that Innovation 2.0 not only promoted new forms of government management and industrial operation such as Government 2.0 and Enterprise 2.0, but also profoundly changed all aspects of today's society. We must accurately understand and grasp this opportunity. Social management innovation is to realize the transformation of social management field from innovation 1.0 to innovation 2.0. He affirmed Beijing Urban Management's exploration of smart urban management based on Innovation 2.0, and thought that the construction of smart urban management in Beijing was a good case of social management innovation. He pointed out that the construction of smart urban management must be people-oriented and user-centered, and promote urban sustainable innovation through open innovation, user innovation, mass innovation and collaborative innovation. Professor Yang believes that the development of information technology has changed the position of users in the whole production and service system. The construction of smart cities should strengthen the goal of people's satisfaction and the orientation of social needs. In the integration of industrialization, informatization, urbanization and agricultural modernization, we should attach great importance to the interactive relationship between informatization and urbanization, and take this as a starting point to accurately locate the construction of smart cities.
Professor Tong believes that Beijing Urban Management's public service model based on Innovation 2.0 and its perceived data-driven peak-shifting service model are innovative explorations of smart city management. He proposed that government services should be closer to people's needs through data-driven social demand mining, and emphasized that social management innovation is to change the management process starting from the government itself into the service design and provision process starting from the clients and citizens through communication, interaction, collaborative innovation and citizen participation.
During the discussion, Dr. Song Gang pointed out that "wisdom" in wisdom is technology and "wisdom" is people. We should pay attention to "man-machine combination, man-network combination and people-oriented" to realize "integrated wisdom", pay attention to citizens' participation in the process of building smart cities, and ensure that urban management depends on people, for people and for people. Based on the Internet of Things and the smart urban management construction of Innovation 2.0, Beijing Urban Management is actively exploring and innovating. In summing up the round-table discussion, Professor Meng Qingguo emphasized that universality not only refers to the universality of network and technology, but also refers to the universality of innovation and service.
