"Two-vote system" means that pharmaceutical production enterprises issue invoices to circulation enterprises once, and circulation enterprises issue invoices to medical institutions once. Wholly-owned or holding commercial companies (limited to national 1 commercial companies) and overseas domestic general agents (limited to national 1 domestic general agents) established by pharmaceutical production enterprises or group enterprises integrating science, industry and trade can be regarded as production enterprises. The allocation of drugs between wholly-owned (holding) subsidiaries or between wholly-owned (holding) subsidiaries within a pharmaceutical distribution group enterprise may not be regarded as one vote, and at most one invoice may be issued. Pharmaceutical production and circulation enterprises shall reasonably determine the price increase level in accordance with the principles of fairness, legality, honesty and credibility. Encourage public medical institutions and pharmaceutical production enterprises to directly settle drug fees, and pharmaceutical production enterprises and circulation enterprises to settle distribution fees.
In order to cope with natural disasters, major epidemics, major emergencies and emergency (emergency) rescue of patients and other special circumstances, special treatment can be given to the emergency procurement of drugs or national pharmaceutical reserves.
The circulation and management of narcotic drugs and psychotropic drugs of category I are still carried out in accordance with the existing state regulations.
