Zhongtian Energy is not a state-owned enterprise, but a private enterprise. As early as September18 19, the CSRC was informed that the actual controller of the company was planning the transfer of the equity agreement. If the transfer is finally completed, the actual controller of Zhongtian Energy will be changed to Hunan Provincial State-owned Assets Supervision and Administration Commission. However, all the shares held by Zhongtian Energy's controlling shareholders were frozen by the judiciary.
