Chongqing Shipping Construction and Development Co., Ltd. (hereinafter referred to as the Aviation Development Division) is a wholly state-owned enterprise established by Chongqing Municipal Transportation Commission with the approval of Chongqing Municipal People's Government in 2003. As an investment and financing platform for Chongqing's water transport infrastructure construction, the company's main function is to invest and build the city's water transport public welfare construction projects on behalf of the government.
