Is it illegal for the unit to let employees take cash from the unit as another income of the unit leader in the form of wages?

It is illegal for employees to take the cash of the unit as another income of the unit leader in the form of salary. Unit leaders get their own salaries and cheat employees into cashing out. This is illegal. Employees should refuse or complain to the superior competent unit to expose the behavior of leaders.
