National, provincial and ministerial level, departmental level, county level and township level, all levels are divided into deputies. The level of the central ministries and commissions is what we usually call "state, ministry, division, ministry and branch".
In addition to the national level, the other four levels are what we often call local three-level administrative divisions. The common stock level (share level) is a level between the deputy level and the clerk level. It is a conventional title and belongs to the local administrative level.
Generally speaking, provincial administrative units are directors, municipal administrative units are directors, and county administrative units are directors. But for the four municipalities directly under the central government, the municipal administrative unit is the director level, and the county administrative unit is the director level.
China enterprises now have section chiefs. In the past, managers of state-owned enterprises and staff of state organs enjoyed the same political and economic treatment and could be transferred to each other. Now, except for the different economic treatment in terms of salary, the treatment in terms of job level and so on is the same. In many places, only state-owned enterprise executives can be transferred to state organ leaders, or state organ leaders can be transferred to state-owned enterprise executives.
First, China's administrative units are divided into 12 and other 15 levels.
1, Prime Minister of the State Council: level 1.
2. Deputy Prime Minister and State Councilor of the State Council: Grade II to III.
3. Ministerial level, provincial level: three to four.
4. Deputy at ministerial level and deputy at provincial and ministerial level: four to five levels.
5. Division-level chief, division-level chief and inspector: level 5 to level 7.
6. Division level deputy, division level deputy and assistant inspector: 6-8.
7. Division-level chief, county-level chief and researcher: level 7 to 10.
Second, the province is the ministerial level, the prefecture-level city is the division level, and the county is the division level. Generally speaking, provincial administrative units are directors, municipal administrative units are directors, and county administrative units are directors.
State-owned enterprises refer to wholly state-owned enterprises, wholly state-owned companies and state-owned capital holding companies that the State Council and local people's governments perform the responsibilities of investors on behalf of the country respectively, including enterprises at the same level and enterprises formed by investment step by step under the supervision of central and local state-owned assets supervision and administration institutions and other departments.

Article 16 The State practices a job classification system for civil servants. According to the nature, characteristics and management needs of civil servant positions, civil servant positions are divided into comprehensive management, professional technology and administrative law enforcement. According to this law, if there are special posts that need to be managed separately, other post categories can be added. The scope of application of each type of work shall be stipulated separately by the state.
Article 17 The state implements the system of parallel positions and ranks of civil servants, and determines the sequence of leadership positions and ranks of civil servants according to their positions and responsibilities.
