I. Analysis of the unique strategic position and advantages of Wenshan Power Supply Bureau

In the first half of this year, in order to meet the economic growth of the whole state, Wenshan Power Supply Bureau ensured the stable and orderly power consumption of the whole state to the maximum extent by strengthening management and rationally arranging off-peak power consumption of large-capacity enterprises, effectively alleviating the contradiction between power supply and demand and promoting the rapid economic development of Wenshan. From June 2008 to June 2008, the provincial power grid supplied 730 million kWh of electricity to Wenshan Prefecture, absorbing 53 million kWh of surplus electricity in flood season for export, up 167% year-on-year, which strongly supported the rapid economic growth of the whole state. As the front position of Nantong Road, the province's "power transmission from west to east", the 500 kV Yanshan power transmission and transformation project was completed and put into operation on May 20 this year, realizing the strategic positioning of Nantong Road. In June, the electricity consumption of "Cloud Power Transmission to Guangdong" was10.90 billion kWh. In the international cooperation of power transmission to Vietnam, 520 million kWh of power was transmitted to Vietnam in the first half of the year, up 80.4% year-on-year, accounting for 30% of the province's power exports.

2. Opportunities, Prospects and Challenges of Wenshan Power Supply Development

The factors restricting the development of Wenshan Power Supply Bureau mainly include the following three aspects:

First, on the pretext of breaking the "small bureau, new bureau", we are still not emancipated, and there are still traditional thinking patterns and behavior habits objectively.

Second, the staff of our bureau is composed of several power supply bureaus of Yunnan Power Grid Corporation and Yunnan Wenshan Electric Power Co., Ltd., which has a sense of conformity within a certain range and lacks reform and innovation, and still needs further unification and integration.

Third, according to the strategic goal of Yunnan Power Grid Corporation to build a leading provincial power grid operation enterprise in China, the basic management and technical strength of our bureau are still weak, which is not suitable for the leap-forward development of Wenshan Power Supply Bureau.

Third, some thoughts on promoting the leap-forward development of Wenshan Power Supply Bureau

First, further consolidate the management foundation and realize the overall management level. In accordance with the requirements of promoting the "strategic implementation project", we will gradually standardize management by implementing a series of internal control systems such as comprehensive plan management, financial budget management and performance appraisal methods. Strengthen training and effectively promote the quality project of employees.

The second is to do a good job in safety work to ensure the stable operation of safety production. Pass the responsibility of production safety layer by layer, and implement it to every employee. Analyze the power grid structure and operation risk, and formulate specific measures to deal with it; Carry out anti-accident emergency drills to normalize emergency drills. Strengthen the management of equipment maintenance plan, carefully arrange the dispatching operation mode, carry out live operation as soon as possible, reduce the power outage time of equipment, and ensure the smooth completion of power supply reliability index this year. Strengthen the maintenance and management of power transmission and transformation equipment and eliminate defects, and make emergency preparations for flood control, flood control, lightning protection and emergencies.

Third, as a decision-maker, to correctly handle the relationship between "big" and "small", it is necessary to coordinate individual interests and collective interests, local interests and overall interests, current interests and long-term interests, and fully mobilize the enthusiasm of all parties. On the basis of "Wenshan Power Supply Bureau's gold medal service for the 2008 Olympic Games" and the gold medal service for the Olympic relay race, we will comprehensively improve the quality service level. Under the unified deployment of provincial companies, we will conscientiously do a good job in the peak summer of Wenshan Power Grid in 2008 to ensure the safe and stable operation of Wenshan Power Grid and reliable power supply during the Olympic Games.

Fourth, establish and maintain the spirit of the times, that is, forge ahead and seize the day. We paid close attention to capital construction, accelerated the development of power grid, actively promoted the construction of production and living bases, and completed land requisition, feasibility study scheme design, review and reporting. Do a good job in the completion, commissioning and production preparation of the 220 kV Luduhei power transmission and transformation project. Strengthen and standardize the supervision and management of rural power grid projects, actively carry out the analysis and investigation of rural power grid projects in Wenshan Prefecture, and prepare the rural power grid project plan for 2009 to ensure the effective implementation of rural power grid reconstruction projects.

Fifth, strive to form an entrepreneurial atmosphere of "striving for the first-class banner, striving for the first place and taking the road of leap-forward development" in the overall situation. Do a good job in increasing supply and sales, do a good job in power supply, and improve the accuracy of demand forecasting. Strengthen communication and coordination among all parties, track the output of small hydropower stations and changes in power grid mode in time, and grasp the impact on power demand; And increase the power load investigation of power companies, timely understand the power load outage and power shortage, and improve the accuracy of demand forecasting. Actively report power supply and demand to provincial companies, adjust power indicators in time according to demand, increase close cooperation with Wenshan Power, and reduce power loss; Reasonably arrange peak load in flood season and improve off-peak power and load rate. Strengthen demand side management, deepen customer service, cooperate with gold medal service to meet the Olympic Games, strive for large power users to be included in the basic load management of provincial companies, and ensure the steady growth of power.

Sixth, as leading cadres, we should take pragmatic work and promote development as the top priority, concentrate all our thoughts on doing a good job and promoting the sound and rapid development of Wenshan Power Supply Bureau, and devote all our energy to solving the problems that workers need and expect most.
