Jiangsu Tieben Iron and Steel Co., Ltd. is a private enterprise. Without the approval of the relevant state departments, it started an 8 million-ton steel project in June 2003. In Chunjiang Town, Xinbei District, Changzhou City, it illegally occupied nearly 6,000 mu, and more than 4,000 farmers were forced to move, and some even lived in shacks, bridge opening and abandoned fishing boats.
