Huadian Qingdao Power Generation Co., Ltd. plans to build a 2×600MW heating unit on the site where four boilers in the existing old factory are demolished to meet the demand of Qingdao's serious shortage of heating capacity.
The project construction conforms to the current national industrial policy, and the annual average thermal efficiency and annual average thermoelectric ratio conform to the national regulations on relevant indicators of cogeneration projects. The construction site is in the existing factory area of Sifang Industrial Zone, and the land use type belongs to industrial land, which meets the requirements of urban planning. It is planned to burn Jincheng coal in Shanxi. The water sources are seawater from Jiaozhou Bay and reclaimed water from He Haibo Sewage Treatment Plant, which will not increase the consumption of fresh water.
Environmental protection facilities such as double-chamber four-field high-efficiency electrostatic precipitator (designed dust removal efficiency is not less than 99.7%), seawater desulfurization system (designed desulfurization efficiency is not less than 90%) and SCR denitration device (designed denitration efficiency is not less than 70%) will be built simultaneously in this project. The flue gas after denitration, dust removal and desulfurization is discharged through a 2 10-meter-high double-tube single-tube chimney, and the chimney is equipped with an on-line flue gas monitoring system. All kinds of air pollutants discharged into the environment meet the requirements of national and local standards, and the total amount of sulfur dioxide emissions meets the requirements of total control indicators during the Eleventh Five-Year Plan period. By dismantling the old factory equipment, the emission of smoke and sulfur dioxide has a greater reduction effect than at present.
In this project, except for desulfurization process, the drainage reaches Class III seawater quality standards and is discharged into Jiaozhou Bay, and all other production wastewater is recycled and not discharged.
In this project, strict double-layer noise reduction measures are taken for the main workshop, and strict noise reduction measures are taken for the main noise equipment such as ventilation room. The noise contribution of this project to the factory boundary can meet the requirements of Class III standards.
Ash is mainly used for comprehensive utilization, and it will be stored in the standby ash yard when it is difficult for comprehensive utilization. The accident ash yard of the proposed project will use the existing ash yard in Nvgushan sea area. During the construction of this project, the existing ash yard will be transformed for seepage prevention.
According to the environmental air impact prediction, the contribution value of air pollutants discharged by this project to various concerns within the evaluation scope is small, far below the standard value requirements, and has little impact on the surrounding air. By shutting down the existing old units, the impact of the whole plant on the surrounding atmospheric environment will be improved after the project is put into production.
Through the prediction of the main pollutants in the desulfurization process drainage, the impact on the marine environment meets the standard requirements, and the impact on the marine environment is not significant.
After taking effective noise reduction measures, the noise contribution value of this project meets the requirements of the factory boundary standard, which can fully reduce the impact on the surrounding environment.
