(1) Overview of Geological Exploration Team
By the end of 2005, there were about 26,000 people engaged in geological exploration in the whole region, mainly belonging to petroleum system, Bureau of Geology and Mineral Exploration and Development, Bureau of Nonferrous Geological Exploration, Coal Geology Bureau, Building Materials Corps, No.216 Brigade of Nuclear Industry, No.8 Detachment of Armed Police and other departments and 70 geological prospecting units. Among them, there are 6 units engaged in petroleum geological exploration and 64 units engaged in non-oil and gas mineral geological exploration (attached table 12). See attached table 13 and figure 4- 1 for the composition of non-oil and gas mineral geological exploration teams at the end of the Tenth Five-Year Plan.

By the end of 2005, there were 37 geological exploration units in 18 provinces (autonomous regions and municipalities), and about 750 people were engaged in geological exploration in the autonomous region. Since 200 1, the ranks of geological prospecting units in other provinces (autonomous regions and municipalities) have expanded year by year (200 1 has about 370 geological prospecting units, with about 480 people in 22 geological prospecting units in 2002, about 500 people in 22 geological prospecting units in 2003 and 25 in 2004).
(2) Geological exploration qualification management
According to the Regulations of the Ministry of Land and Resources on the Registration of Geological Exploration Qualification (Guo Zi Fa [2003] No.218) and the Classification and Registration Conditions of Geological Exploration Qualification (Guo Zi Fa [2005] No.41), by the end of 2005, 64 geological exploration qualification units for non-oil and gas minerals had been approved in the whole region. Among them, there are 27 first-class qualified units, 26 second-class qualified units 1 1, and 26 third-class qualified units.
According to economic types, there are 43 state-owned geological prospecting units, limited liability companies and other enterprises 13, and 8 Sino-foreign joint ventures and wholly foreign-owned mineral exploration enterprises. According to professional categories, regional geological survey 12, hydrogeological engineering geological environment geological survey 12, solid mineral survey 54, liquid mineral survey 5, gas mineral survey 2, geophysical survey 12, geochemical survey 7, remote sensing geological survey 2, exploration project 18, rock and mineral identification.
Two, land and resources survey funds and geological exploration funds.
During the Tenth Five-Year Plan period, the funds invested in land and resources survey and geological exploration in the whole region reached 35.562 billion yuan, which increased from 4.294 billion yuan in 2006 to 10668 billion yuan in 2005, an increase of 148.4%, with an average annual increase of 20%. Among them, the oil and gas geological exploration fund was 34.076 billion yuan, increasing from 46.5438+0.50 billion yuan in 2006 to 65.438+0.239 billion yuan in 2005, with an increase of 65.438+0.46.7% and an average annual increase of 65.438+0.9%. The non-oil and gas mineral geological exploration fund1.48.6 million yuan increased from 1.44 million yuan in 2006 to 429 million yuan in 2005, with an increase of 1.97%, with an average annual growth of 24.4%. See table 4- 1.
Among the investment in land and resources survey and non-oil and gas mineral geological exploration, the central government allocated 633 million yuan (including 200 million yuan of special funds for geological exploration in the autonomous region approved by the Ministry of Finance, and the land and resources survey fee was 1.9 1.00 million yuan), and the autonomous region allocated 30 million yuan (including special funds for regional mineral geological survey in the autonomous region1) Social capital investment is 438 million yuan; Other funds are 654.38+0.03 billion yuan. The composition of various funds is shown in Figure 4-2.

(A) land and resources survey funds
During the Tenth Five-Year Plan period, the state invested 3,665,438+billion yuan in land and resources investigation in Xinjiang (including the expenses incurred by geological prospecting units in other provinces and autonomous regions), of which the expenses incurred by geological prospecting units in the autonomous region were1.965438+billion yuan. During the Tenth Five-Year Plan period, the state's investment in Xinjiang land and resources survey showed a decreasing trend year by year. See Table 4-2.

The funds for land and resources survey projects undertaken by geological prospecting units in the autonomous region are divided by specialty, as shown in Table 4-3.
(2) Non-oil and gas mineral geological exploration fund investment
During the Tenth Five-Year Plan period, the investment in geological exploration of non-oil and gas minerals was 654.38+29.6 million yuan. Among them, the investment in solid mineral exploration is 907 million yuan, accounting for 70% of the total investment in exploration; The exploration of water and gas minerals is 4410.6 million yuan, accounting for 3.4% of the total exploration investment; Basic geological work is 2 1 1 100 million yuan, accounting for16.3% of the total exploration investment; Geological research is 58.67 million yuan, accounting for 4.5% of the total investment in exploration; Other investments are 74.67 million yuan, accounting for 5.8% of the total exploration investment (see Table 4-4). See Figure 4-3 for the comparison of non-oil and gas mineral geological exploration investment between 2005 and 20001year.
During the Tenth Five-Year Plan period, the geological exploration projects of non-oil and gas minerals in the autonomous region focused on the important metallogenic belts in Tianshan and Altai, and more than 30 kinds of minerals, mainly metal minerals, were put into exploration. Mainly coal, uranium, iron, copper, nickel, lead and zinc, gold, potassium salt, bentonite, andalusite, limestone, granite and so on. See Table 4-4 for capital investment in non-oil and gas geological exploration.

During the Tenth Five-Year Plan period, the investment in solid mineral exploration was 77 million yuan for uranium, 276.5438 million yuan for coal, 78 million yuan for iron, 654.38+68 million yuan for copper, 63 million yuan for lead-zinc mine, 654.38+500 million yuan for gold mine and 265.438+000 yuan for potash mine. See Figure 4-4 for the investment composition of solid mineral geological exploration funds during the Tenth Five-Year Plan period.

Third, complete the main workload
During the Tenth Five-Year Plan period, the main workload of land and resources survey and geological exploration in the whole region is shown in Table 4-5.

Verb (abbreviation of verb) proven reserves of mineral resources
During the Tenth Five-Year Plan period, among the 33 major minerals in the whole region, the reserves of 30 kinds of mineral resources increased. Among them, oil and natural gas increased by more than 30%, and the proven resource reserves of silver, cesium, andalusite, rock salt, potassium salt, asbestos, vermiculite, limestone for cement, decorative granite and decorative marble increased by more than 50%. See table 4-6 and attached table 15 for the proven resource reserves of major minerals.
Implementation of the strategy of "going out and bringing in" in geological exploration with intransitive verbs
During the Tenth Five-Year Plan period, in order to implement the central government's strategy of "two resources and two markets", exploration departments in all parts of the region gave full play to their respective advantages in accordance with the principle of "whoever invests will benefit" and actively supported well-known domestic enterprises (companies) and foreign mining companies with economic strength to carry out mineral geological exploration in Xinjiang.

(1) Overview of well-known domestic enterprises (companies) with economic strength investing in mineral exploration.
(1) Shanghai Xin Wind Energy Co., Ltd.: 200 1, with an investment of180,000 yuan. The first mining area of Tuwu Copper Mine in Hami City was investigated in detail, and the copper resources were proved to be 620,000 tons. In 2004, Shanghai Foreign Trade and Economic Investment (Group) Co., Ltd. obtained the exploration and mining rights of Tuwu copper mine from Shanghai Xin Wind Energy Industry Co., Ltd. by way of transfer, and in 2005, it used the detailed investigation results of Tuwu copper mine to develop the resources of this mine.
(2) Shandong Luneng Coal & Electricity Development Co., Ltd.: In order to implement the Fukang Coal & Electricity Base Project, in 2005, it invested 66.5438+10,000 yuan in geological exploration of Dajing-Jiangjunmiao Coal Mine in Qitai County, in order to find out the resource reserves to meet the production capacity of 25 million tons of raw coal.
(3) Xuzhou Mining Group, Jiangsu Province: In 2002, it invested 2.9 million yuan to carry out supplementary exploration in OkHotra Coalfield, and obtained 654.38 billion tons of coal resources.
(4) Shenhua Group Co., Ltd.: In 2005, it invested 20 million yuan to conduct a general survey of Jiangjunmiao Coal Mine in Qitai County, and made a detailed investigation of Lucaogou Coal Mine in Jimsar County and Hongshaquan Coal Mine in Qitai County. Its goal is to pre-survey the coal resources reserves of 654.38+0.5 billion tons, and make a detailed investigation of the coal resources reserves of 3 billion tons. Provide coal resources guarantee for 5× 600,000 kW coal-fired power projects and coal-to-oil projects.
(5) National Development and Investment Corporation (Coal Company): Xinjiang SDIC Baodi Energy Development Co., Ltd. was jointly established with the Bureau of Geology and Mineral Exploration and Development of the Autonomous Region, and in 2005-2006, it invested 30 million yuan to conduct a detailed survey of coal mines in Jiluntai-Tangba area of Nileke County, providing coal resources reserves for the construction of coal chemical projects.
(2) Overview of foreign mining companies investing in mineral exploration.
(1) The autonomous region has successively signed cooperative exploration agreements or contracts with many foreign companies such as Rio Tinto Mining &: Exploration Limited and Canada's "TerawestMineralsInc" for gold, copper, nickel and other minerals and coking coal in Tianshan and Altai areas of Xinjiang.
(2) The National "305" Project Office and Mineral Safety Co., Ltd. (MSL for short) signed an intention to jointly explore and develop the Jinshan-Jingxi gold metallogenic belt. In June of the same year, Xinjiang Jinchuan Mining Co., Ltd. was established. By the end of 2005, Australia had invested US$ 6.5 million, completed drilling 173, drilled 30,000 meters, and predicted 47 tons of gold resources through work. Established Xinjiang Otto Mining Co., Ltd. with Apex Greenstone Mountain Pty Limited, Level2 668 MurrayRoad, WestPerth, 6872, and established Xinjiang Otto Mining Co., Ltd. with CrescentGold Limited (Level5, 89 St Georgestraceperth WA 6000, Australia) jointly established Xinjiang Tianao Mining Co., Ltd., with an investment of nearly one million US dollars, to conduct copper mine risk exploration in Hami and Altay regions of Xinjiang respectively.
(3) In 2003-2004, Xinjiang Bureau of Geology and Mineral Exploration and Development carried out 1: 1 10,000 geochemical mapping in the Kingdom of Morocco with 5 million yuan of foreign aid funds from the Ministry of Commerce.
(4) During the Tenth Five-Year Plan period, the autonomous region encouraged geological prospecting units in the whole region to actively enter the geological prospecting markets of neighboring countries. In 2004, the state allocated 4.2 million yuan to support the nonferrous geological exploration bureau to carry out the iron ore survey in Kyrgyzstan.
Seven, geological exploration projects to the national tender for the first time.
In 2005, the Department of Land and Resources of the Autonomous Region screened out 12 geological exploration projects with mineral resources compensation fees, and conducted public bidding nationwide for the first time. There are 33 geological prospecting units inside and outside the region [including 26 geological prospecting units in the region and 7 geological prospecting units in other provinces (autonomous regions and municipalities)] * * A total of 68 tenders were submitted, and the geological compensation fees for mineral resources of the winning bidder 12 [including 26 geological prospecting units in the region and 7 geological prospecting units in other provinces (autonomous regions and municipalities) were evaluated according to the Measures for the Administration of Bidding for Mineral Resources Compensation Projects in the Autonomous Region (Trial).
