In the era of 1.0, the traditional HVAC focuses on the air conditioning system and physical equipment, ignoring the value subjects behind the physical facilities-the artificial environment (doctors, nurses, patients), that is, the attention to the final effect, so it often appears that the system has poor operation effect and frequent transformation after it is put into use.

The equipment selection in HVAC 1.0 era is prone to conflict of interest.

In the era of HVAC 1.0, subcontractors are responsible for the design of design institutes, the construction of construction units, the procurement of hospitals, and the operation and maintenance of management units, and the information transmission is attenuated layer by layer, so the project quality cannot be guaranteed. Once the project quality problems occur, it will inevitably fall into responsibility disputes and conflicts of interest, leading to mutual shirking.

Not only that, but the phased subcontracting method-

Traditional design units are only responsible for the drawings in the design stage, and rarely consider the problems that may be encountered in construction and operation and maintenance;

When Party A purchases equipment by itself, it reduces its investment due to lack of funds, reduces the equipment purchasing cost, or blindly pursues the brand as the goal due to lack of professional and technical personnel, resulting in unnecessary investment increment;

When purchasing equipment, the general contractor or the construction unit may not consider the matching between the equipment and the system, the final use effect and the blind pursuit of benefits;

These problems make it impossible to weigh the advantages and disadvantages and select equipment from the perspective of system and life cycle in the procurement stage of project construction, which has a negative impact on the actual operation of the system in the later stage.

The following four points should be considered in equipment selection in HVAC 2.0 era.

How to choose equipment in HVAC 2.0 era? Based on the hospital's own planning and positioning, this paper makes a technical and economic comparative analysis from the perspective of the whole life cycle of the system, and at the same time carefully analyzes the system from the perspective of the system and thinks about the selection of equipment.

When selecting equipment, we must first make clear the planning and design objectives and positioning of the previous hospital, inherit the design intentions and concepts of the scheme design and construction drawings, and purchase equipment that meets the technical requirements on the basis of in-depth understanding of the design drawings.

Secondly, comprehensively consider the use effect, operation life, initial investment, operation energy consumption and maintenance cost, and comprehensively weigh the economic comparison.

Third, we need to consider the technological advancement of the equipment in the whole life cycle to avoid frequent transformation in the later use process.

Finally, avoid compressing the cost where the cost has little impact, but it is related to the overall situation of the system and will affect the use effect of the system. In addition, there can be no meaningless investment under the phenomenon of "big horse-drawn cart", and the system optimization and matching between various equipment should be done well in the stage of equipment selection.

There are two implementation modes in the HVAC 2.0 era.

The old implementation mode (design of design institute, construction of construction unit, hospital procurement, operation and maintenance of management unit) can no longer adapt to the concept of pursuing final effect as the core in HVAC 2.0 era. Many implementers will inevitably miss something when they contact and communicate with each other, lack overall management, and cannot work together around the same goal. Therefore, a new implementation mode is needed in the HVAC 2.0 era to avoid the above disadvantages and realize the new concept in the HVAC 2.0 era.

There are two main implementation modes in the era of HVAC 2.0: First, hospitals integrate and coordinate implementation units, balance and coordinate conflicts and contradictions at different stages, and finally confirm equipment;

In addition, there is a professional general contractor to unify the whole process and be responsible for the final effect. The hospital will evaluate the professional general contractor with the final effect.

The former requires that the hospital must be equipped with a very strong professional and technical team covering all stages of implementation. This method is difficult, and the hospital bears most of the risks, which is uneconomical.

The latter takes the road of marketization, specialization and standardization, which is a turnkey project to ensure the effect and operation under the contract. Realizing hospital risk transfer is the way to maximize hospital interests. In this mode, selecting a professional contractor team with strong professional ability and rich implementation experience is the key to achieve the final effect and protect the interests of the owners.

Project leader system in HVAC 2.0 era: designer first

Under the turnkey engineering service mode of contracting effect and contracting operation of professional general contracting units, how to provide services with contracting effect to owners and who will implement the whole process of new concepts need to be considered from the whole service process. According to the characteristics of the construction project, the scheme and design stage determine 80% of the construction cost of the whole project, and also determine the final use effect and energy consumption level, which is the earliest stage for the professional general contractor to participate in the construction project. Therefore, the designer is the best candidate for the project leader.

The designer communicates with the owner, translates the owner's needs and pre-project planning orientation into professional language, forms a professional design scheme through comprehensive technical and economic analysis, and implements it in the drawing design.

Different from the equipment purchased by purchasers in the HVAC 1.0 era, in the equipment selection stage in the HVAC 2.0 era, designers should select equipment according to the design technical indicators of various equipment in the early stage, so as to ensure the planning and design objectives of the previous project, implement the positioning of the project, and realize the design intent and concept of the scheme design and construction drawing. Under this system, designers need to be responsible for the final effect of the system, and also put forward higher requirements for designers.

A qualified project leader (designer) needs to have a solid professional foundation, be familiar with the relevant interface professional knowledge of communication and coordination, be proficient in engineering economy, and have rich first-line experience, and can also guide the later system debugging and operation, so as to ensure the final use effect in the whole process of service.

Technology-oriented and operation-driven project construction and implementation mechanism

The operation stage is the key stage to play the engineering value of the project, and the quality and hidden problems in the project construction process will be exposed at this stage, and the operation management team has accumulated rich experience in dealing with these problems.

The operation and maintenance team with professional project operation and maintenance experience can participate in the whole process construction of the project, not only providing guidance for designers from the perspective of operation and maintenance management in the early stage of project design, but also participating in the drawing review in the early stage of project design, and putting forward targeted opinions according to the project situation and the operation and maintenance work of similar projects.

In the acceptance stage of project construction, the participation of the operation management team can effectively control all kinds of details in the project, so as to avoid affecting the later use effect or increasing the operating cost.

Entering a new era, there must be a new atmosphere and new actions. The equipment selection in the era of HVAC 2.0 should aim at the final effect and life cycle economy, comprehensively consider the factors such as use effect, operating life, initial investment, technology upgrade, operating energy consumption, maintenance cost, etc., and weigh and choose around the overall planning and positioning of the project.

The new concept of the new era needs a good implementation model. Choosing a general contractor with strong professional ability and rich implementation experience to provide whole-process services and turnkey projects to realize the risk transfer of owners is an implementation mode to maximize the interests of owners. At the same time, it is also the road of marketization, specialization and standardization, which is conducive to the long-term development of the industry and the improvement of overall strength, and is the objective demand of national industrial transformation and upgrading.

The project leader system with the designer as the person in charge is the institutional guarantee for the realization of new concepts in HVAC 2.0 era. Designers confirm the technical indicators of equipment and select equipment, so as to implement the planning and design objectives and project positioning of previous projects, realize the design intent and concept of scheme design and construction drawings, and finally ensure the use effect.
