If not: 1. The USB interface is broken. Add a card from PCI to the USB interface. 2. It should be that the port is blocked by the system, and the related software can be forced to shut down. Or start it with a CD or USB flash drive, and then copy the relevant files to the USB flash drive. 3. USB devices on the motherboard are prohibited in 3.BIOS. Please start it in USB onboard related options.
If the mouse works: Maybe your USB flash drive is short of power, please use the back interface.
I suggest you update the motherboard driver. Think about it. Since you can use it after turning off the SIPCI to USB enhanced host controller in the system, you can start the USB flash drive under CD PE. It only means that there is something wrong with your motherboard driver. Suppose you turn off a USB option in the BIOS, then you can't enter the system after turning off the SIPCI-to-USB enhanced host controller.
