To start a company, you need registered capital. If the funds are insufficient, you can temporarily borrow funds to register and return the funds immediately after the registration is successful. This is quite common in reality. Because it belongs to a "shell" company, the relevant departments (industry and commerce) judge it as "withdrawing funds" because there is no financial guarantee for future operations.
