Regulations on Bee Industry in Yanbian Korean Autonomous Prefecture (202 1 Revision)

Article 1 In order to promote the development of bee industry, standardize the management of bee industry, and safeguard the legitimate rights and interests of bee industry production and business units and beekeepers, these Regulations are formulated in accordance with relevant laws and regulations and in combination with the actual situation of Autonomous Prefecture. Article 2 These Regulations shall apply to activities such as the production and operation of bee industry, the protection, development and utilization of bee variety resources and nectar powder source plants within the administrative area of Autonomous Prefecture.

The term "beekeeping" as mentioned in these Regulations refers to the production of beekeeping, the processing, purchase, sale, storage and transportation of bee products, the protection, development and utilization of bee variety resources and honey source plants, the research and development and promotion of technologies such as bee pollination, and the exchange of market information. Article 3 The competent agricultural and rural departments of the people's governments of autonomous prefectures and counties (cities) shall be responsible for the supervision and administration of beekeeping within their respective administrative areas.

Other relevant departments shall, within the scope of their respective duties, do a good job in the development, supervision and management of bee industry according to law. Article 4 The animal husbandry technology extension institutions affiliated to the competent agricultural and rural departments of the people's governments of autonomous prefectures and counties (cities) are responsible for the protection of bee variety resources, the introduction, breeding and promotion of improved bees, the research, training and promotion of bee production and bee disease prevention technology, the traceability of bee product quality, and the provision of industrial information and other public welfare services.

The people's governments of autonomous prefectures and counties (cities) shall guarantee the funds needed for animal husbandry technology popularization institutions to engage in public welfare work. Article 5 Beekeepers may voluntarily establish trade associations and professional cooperative economic organizations according to law to provide information, technology, marketing and training services for their members and safeguard their legitimate rights and interests.

The competent agricultural and rural departments of the people's governments of autonomous prefectures and counties (cities) shall strengthen the support, guidance and services to the bee industry associations and professional cooperative economic organizations, and improve the degree of organization and industrialization of the bee industry. Article 6 People's governments of autonomous prefectures and counties (cities) shall establish policies, technologies and financial guarantee systems, encourage and support the development of bee industry, provide financial support, broaden sales channels, guide brand creation, and cultivate and expand bee industry. Article 7 Autonomous prefectures encourage autonomous prefectures, county (city) people's governments, banks and agricultural credit guarantee companies to establish cooperative risk sharing mechanisms through policy-based guarantee financing platforms to promote the investment of financial and social capital in the bee industry.

Autonomous Prefecture encourages insurance institutions in the state to carry out policy-based bee breeding insurance, commercial bee income insurance, bee product liability insurance and food safety liability insurance to protect the interests of beekeepers and consumers' rights and interests. Article 8 Autonomous Prefecture People's Government shall, in accordance with the principles of species priority, coordination of scientific research protection and production, and promotion of variety protection and industrial development, implement unified planning and construction for the protection, development and utilization of species resources of "Chinese bees in Changbai Mountain" and "Hunchun black bees", and encourage beekeepers to apply for the registration of geographical indications, declare products protected by geographical indications or apply for the use of geographical indications of agricultural products.

The competent departments of agriculture, rural areas, forestry and grassland of the Autonomous Prefecture People's Government shall, jointly with forest industry enterprises, delimit the bee protection areas and the bee breeding bases according to the needs of the distribution of nectar and pollen source plants and the population breeding of "Chinese bees in Changbai Mountain" and "Hunchun black bees". Clear jiepai and signs shall be set up in the designated bee protection areas and breeding bases, and other bees are prohibited from entering the bee protection areas and breeding bases. Ninth to encourage the use of nectar and pollen source plant resources to develop beekeeping production, strengthen the development and utilization of nectar and pollen source plant resources, and carry out regular surveys of nectar and pollen source plant resources.

The competent forestry and grassland departments of the Autonomous Prefecture People's Government shall, jointly with forest industry enterprises, strengthen the protection and management of wild high-quality nectar and pollen source plants, improve the utilization rate of resources, and strictly control the cutting of linden, Sophora japonica and other nectar and pollen source plants.

Beekeeping production and business units and beekeepers may, in accordance with relevant forestry laws and regulations and with the consent of relevant forestry departments, renew and transform wild shrub nectar and pollen source plants such as willows and wild peas in the forest and under the forest. Article 10 The competent departments of agriculture, rural areas, forestry and grassland of the Autonomous Prefecture People's Government shall, jointly with forest industry enterprises, scientifically and reasonably formulate the plan for setting up and filing the management system of bee-releasing sites according to the distribution of nectar-pollen source plant resources, and make orderly use of nectar-pollen source plant resources.

The county (city) people's government shall organize the competent departments of agriculture, rural areas, forestry and grasslands at the same level, in conjunction with the relevant forest industry enterprises, and rationally delimit the bee-releasing site according to the management authority of the area and the planning of the bee-releasing site.

The competent forestry and grassland departments of the Autonomous Prefecture People's Government shall, jointly with the forest industry enterprises, be responsible for the management of the bee places according to the forestry laws and regulations and the record management system of the bee places. Article 11 Where a beekeeping production and business operation entity or beekeeper enters the forest area to engage in the production activities of releasing bees according to law, he shall go through the procedures of entering the mountain at the forest industry enterprise or the competent forestry and grassland department where the bees are released, and the relevant departments shall provide convenience for the beekeeping production and business operation entity and beekeeper to enter the forest area to release bees. Twelfth beekeepers can register with the competent department of agriculture and rural affairs of the county (city) people's government, get a free beekeeping certificate, and enjoy technical training and other services with the beekeeping certificate. Thirteenth Autonomous Prefecture shall establish a rescue mechanism for the production risk of bee industry and set up a rescue fund for the production risk of bee industry.

The risk relief fund is jointly funded by the government, the bee industry production and business units and beekeepers, and is mainly used for the relief of beekeepers who participate in risk relief when they suffer economic losses due to major disasters and accidents. Fourteenth beekeepers for the protection of wild animals, resulting in bee casualties or other property losses, compensation by the local people's government.
