Is it legal for IPE to collect enterprise violation information?
Since its establishment in 2006, the Center for Public Environmental Research (IPE) has been devoted to collecting, sorting out and analyzing environmental information of government and enterprises. IPE continuously collects public data of government departments, including environmental quality and emission data of 3 1 province and 337 prefecture-level cities, environmental and safety supervision records of pollution sources, automatic monitoring data, production restriction, monitoring, accidents and other data, forming an environmental data resource with considerable scale and use value. IPE's public environmental protection certification on the summary information of data collected by enterprises: Automatic monitoring data "Automatic monitoring data" refers to the automatic monitoring data collected and summarized by IPE from the websites of ecological and environmental protection departments at all levels, which involves information such as monitoring point name, monitoring time, pollutant concentration, implementation standard limit, flow rate, whether it exceeds the standard, and multiple of exceeding the standard. If the wastewater and waste gas of the enterprise do exceed the standard, it is suggested that the enterprise publicly disclose the reasons for exceeding the standard and the rectification measures taken. If the enterprise causes abnormal data due to the following circumstances, and it does not really exceed the standard, it is recommended that the enterprise publicly disclose the abnormal description of automatic monitoring data: 1, online monitoring equipment failure, and the data exceeding the standard does not represent the real sewage discharge situation; 2, shutdown conversion abnormal data; 3, online equipment is being calibrated (take the monitoring value of standard samples, Non-enterprise wastewater or waste gas) Safety supervision "Safety supervision" refers to the safety supervision data collected and summarized by IPE from government departments such as emergency management and safety supervision at all levels, which involves problems such as lack of documents or procedures, lack of management system, failure to carry out employee health and safety training, unidentified or excessive risk factors, facilities or supplies, dangerous chemicals, and management of related parties. Safety supervision details include safety supervision source, enterprise name, violation type, violation reason, punishment means type, fine amount, record year and report time. The punishment measures of safety supervision include warning, fine, joint punishment, listing supervision, ordering to make corrections, making corrections within a time limit, ordering to stop illegal activities, sealing up, detaining related equipment, closing down, revoking licenses, revoking professional qualifications, post certificates, detention, investigating criminal responsibilities, ordering to destroy them harmlessly, etc. Independent disclosure of enterprises means that enterprises voluntarily disclose information to stakeholders and show their environmental performance. List of reference documents for independent disclosure by enterprises: 1, environmental impact assessment report, report form and registration form of construction projects; 2, the construction project environment "three simultaneous" acceptance monitoring report and acceptance approval documents; 3, pollutant discharge permit; 4, environmental emergency plan filing documents; 5, production wastewater discharge monitoring report (including supervision and monitoring report and external third-party monitoring report) (a kind of pollutants, monitoring sampling site is located in the wastewater discharge workshop or production facilities; Others are located in the total wastewater discharge port of the enterprise); 6, domestic sewage discharge monitoring report (including supervision and monitoring report and external third-party monitoring report; 7. Sewage outsourcing treatment or transportation contract, qualification of transporters and disposers, sewage transfer list or record (if applicable); 8, sewage pipe certificate; 9, environmental protection facilities dosing inspection records;
