1939 After studying in Yan 'an Central Anti-University, he successively served as instructor, propaganda section chief and liaison section chief of the Fourth Division Brigade of the New Fourth Army, director of the Political Department of the China People's Liberation Army Brigade, liaison section chief of the military region, information section chief of the research office of Central China Branch, deputy director of the research office of the Ministry of Military Industry of Jiaodong, and deputy director and party secretary of the special steel mill of Dalian Jianxin Company. After the founding of People's Republic of China (PRC), he served as the military representative, commissioner and director of China Petroleum Company, deputy director and acting director of the General Administration of Petroleum of the Ministry of Fuel Industry, assistant to the Minister of Petroleum, secretary and director of the Party Committee of Lanzhou Refinery and Oil Plant, and vice minister of the Ministry of Petroleum. During his tenure as Deputy Minister of the Ministry of Petroleum, Xu Jinqiang served as Secretary of the Working Committee of Daqing Battle and Commander-in-Chief of Daqing Petroleum Battle from the end of 1963 to1August 966. He has lived in Sarthou for nearly three years. In his work, he insisted on going deep into reality, investigating and studying, doing well in balanced drilling production, and paying close attention to technical indicators and completion quality. Together with the personnel of the drilling headquarters, we summarized a set of effective practices and promoted the development of oilfield production.
