China's official title, in a narrow sense, refers to the position and rank of civil servants.

According to the relevant provisions of the Civil Service Law of People's Republic of China (PRC), the state implements a parallel system of civil servants' positions and ranks, and sets up the sequence of civil servants' leadership positions and ranks according to their positions and responsibilities. The leadership positions of civil servants are set according to the Constitution, relevant laws and institutional norms.

The leading positions of civil servants are divided into: national chief, national deputy, provincial chief, provincial deputy, bureau chief, bureau deputy, county chief, county deputy, township chief and township deputy.

The rank of civil servants is set below the bureau level. The rank sequence of comprehensive management civil servants is divided into: first-class inspector, second-class inspector, first-class researcher, second-class researcher, third-class researcher, fourth-class researcher, first-class chief clerk, second-class chief clerk, third-class chief clerk, fourth-class chief clerk, first-class clerk and second-class clerk.

According to the Implementation Plan of the Civil Service Law of People's Republic of China (PRC) (Provisions on the Management of Civil Servant's Job Ranks): Article 12 The corresponding relationship between the ranks of civil servants' leadership positions is as follows:

National level: level 1;

(2) State-level deputies: level 4 to level 2;

(3) Chief positions at the provincial and ministerial levels: Grade 8 to Grade 4;

(four) deputy provincial and ministerial level: ten to six;

(5) Chief post at bureau level: 13 to 8;

(six) deputy bureau level: fifteen to ten;

(7) Chief post at county level: Grade 18 to Grade 12;

(eight) county deputies: twenty to fourteen;

(9) Chief posts at the township level: grades 22 to 16;

(10) Township deputies: Grade 24 to Grade 17.

The internal organs of the deputy ministerial level organs and the directors of the deputy provincial and municipal organs correspond to fifteen to ten levels; Bureau-level deputies correspond to 18 to 12.

Principal cadres of deputy provincial municipal governments (such as the mayor of Nanjing).

Principal cadres of deputy provincial-level new districts in municipalities directly under the Central Government (such as Party Secretary and District Head of Pudong New Area).

Formerly called the prefectural level, it is mainly the secretary of the municipal party committee, the mayor, the director of the Municipal People's Congress, the chairman of the CPPCC, and the subordinate units directly under the province (such as the director of the provincial public security department, the director of the provincial education department, the director of the provincial transportation department, and the director of the provincial housing and urban-rural construction department); Subordinate units of national ministries and commissions, such as the Director of the Information Department of the Ministry of Foreign Affairs).

Chief cadres of ministries and commissions in the State Council, and some deputy cadres (such as Director of Social Science Research and Ideological and Political Work Department of Ministry of Education and Deputy Director of International Cooperation Department of State Administration of Work Safety).

Remarks:

Sub-provincial cities include Harbin, Changchun, Shenyang, Dalian, Jinan, Qingdao, Nanjing, Hangzhou, Ningbo, Xiamen, Guangzhou, Shenzhen, Wuhan, Chengdu and Xi 'an *** 15.

Sub-provincial new districts of municipalities directly under the Central Government include Pudong New Area in Shanghai, Binhai New Area in Tianjin and Liangjiang New Area in Chongqing.

Quasi-sub-provincial: including all provincial capitals except the above cities and ten cities approved by the State Council, namely Tangshan, Datong, Baotou, Anshan, Fushun, Jilin, Qiqihar, Wuxi, Huainan and Luoyang, are "big cities".

Chongqing used to be a sub-provincial city and became a provincial municipality in February. 1997.

Sub-provincial cities and sub-provincial new districts are the administrative regions of People's Republic of China (PRC), which are under the jurisdiction of provinces (municipalities directly under the Central Government). The mayor of a deputy provincial city and the mayor of a deputy provincial new district have the same administrative level as the vice governor. The original sixteen sub-provincial cities were changed into sub-provincial cities with the approval of the Central Committee and the State Council according to the document (Zhong Bian [1994]1No.) issued by the Central Organization Establishment Committee on February 25th, 1994. Sub-provincial cities are directly under the jurisdiction of the province together with prefecture-level cities or prefecture-level administrative regions, and are not listed separately.

Since the 1978 Central Commission for Discipline Inspection was rebuilt, the Standing Committee of the Political Bureau (PSC) has been the secretary of the Central Commission for Discipline Inspection for most of the time, and its first deputy secretary often concurrently serves as the secretary of the Central Secretariat. The remaining Deputy Secretaries-General are all ministers (ministerial level).

The phenomenon of "high matching" is more common in full-time positions in institutions directly under the central government.

Over the years, the main positions of the General Office of the Central Committee, the Organization Department of the Central Committee, the Propaganda Department of the Central Committee, the Political and Legal Committee of the Central Committee and the United Front Work Department of the Central Committee have been held concurrently by deputy national officials such as the Political Bureau of the Communist Party of China (CPC) Central Committee, secretary of the Central Secretariat or vice chairman of the CPPCC. From 2002 to 20 12, the Secretary of the Political and Legal Committee of the Central Committee was concurrently appointed by the Standing Committee of the Political Bureau (PSC), and after the 18th National Congress, the Political Bureau of the Communist Party of China (CPC) Central Committee was concurrently appointed.
