Go through the formalities of engraving:
1. If the official seal is robbed, stolen or lost for other reasons, it shall immediately report it truthfully to the public security department that originally verified the materials for engraving the official seal, and declare that the original official seal is invalid in the newspapers publicly distributed at or above the municipal level;
2. If it is necessary to re-engrave, the engraving procedures shall be handled in accordance with the provisions of Article 7 of these Measures with the declaration of invalidity. Units or institutions that need to engrave the official seal shall submit the approval document for the establishment of the unit or institution, the registration certificate and the certificate for engraving the official seal, as well as materials indicating the name, shape, specification, material, characters and fonts used, arrangement and order of the official seal.
3. Declare to the public security department of the local people's government at or above the county level. The public security department will verify the above materials and whether the official seal is engraved, and input the information into the seal public security management information system. The official seal engraved by the entrusting unit or institution will be engraved by the institution.

According to Article 21 of the Measures for the Administration of Public Security of Seals
The legal representative or person in charge of the seal business unit is the first person responsible for public security of the unit, and is responsible for the public security prevention work of the unit:
(a) education practitioners consciously abide by national laws and regulations;
(two) to formulate and implement various public security management systems and preventive measures;
(three) to supervise the employees to conscientiously implement the inspection, certification and registration of engraved seals;
(four) timely rectification of public security hidden dangers found by public security organs;
(five) found altered, forged transcripts or accurate proof and other suspicious cases and clues, timely report to the public security organs.
Article 22
Wholly foreign-funded, Sino-foreign cooperative and Sino-foreign joint ventures shall not engage in the seal business as stipulated in these Measures.
Article 23
The public security organ shall supervise and inspect the units that operate seals, and perform the following duties:
(a) to supervise and inspect the units engaged in the seal business on a regular basis, and to rectify the hidden dangers of public security within a time limit;
(two) found suspicious circumstances or clues to the case, investigated and dealt with according to law;
(three) to investigate and deal with the illegal business activities of the seal business unit according to law.
