Evolution In the early 1960s, the United States conducted a series of experiments with Britain, France, Japan and other countries, and successfully used artificial satellites for international communication across the ocean. 1962, the us congress passed the satellite communication law, authorizing the establishment of the American communications satellite company.
And asked the company to negotiate with other countries to set up a global commercial communication satellite institution as soon as possible. 1In July, 1964, representatives from the United States, Britain, France, Japan and other countries 1 1 gathered in Washington, D.C., and negotiated and formulated the Interim Agreement on Establishing a Global Commercial Satellite Communication System and the Special Agreement for members of the International Telecommunication Union to join and sign. On August 20th of the same year, representatives of 13 countries signed an interim agreement on behalf of the government, and signed a special agreement on behalf of the government or the telecommunications institutions designated by the government, announcing the establishment of an international telecommunications satellite consortium.
1971July, representatives of more than 70 countries that joined and signed these two agreements gathered in Washington, D.C., to reconsider and revise the above two agreements, and named them the International Telecommunications Satellite Organization Agreement and the International Telecommunications Satellite Organization Operation Agreement respectively. The International Telecommunications Satellite Organization Agreement is the organic law of the satellite organization, including the purpose, scope of activities, financial principles, rights and obligations of the organization and the contracting States, and the procedures for joining, withdrawing from and amending the agreement. This agreement is joined by governments or government agencies of various countries, and the participants are called contracting parties. The operating agreement of the International Telecommunications Satellite Organization is the operating law of the satellite organization, including the rights and obligations of the signatory, investment and capital limits, procurement, space segment capacity allocation, etc. This agreement is signed by the government, a government agency or a telecommunications agency designated by it, and the signatory is called the signatory. The meeting also decided to rename the International Telecommunications Satellite Federation as the International Telecommunications Satellite Organization. As of July 1984 and 16, the number of signatories of the two agreements reached 109.
