The executive director and CEO of the company is Ms. Jing He, the wife of the current Singaporean Prime Minister Lee Hsien Loong. At present, the board of directors of the company consists of 10 directors. Four of them (40%) are government civil servants and the other six are businessmen. According to the company's articles of association, the appointment of the company's top leaders (chairman and president) needs to be reviewed by the Ministry of Finance and reported to the president for approval, which also shows that it is very different from the general Temasek organization chart of private companies.

There are two important standing committees in the board of directors, which are responsible for the implementation of major decisions of the board of directors. First, the Executive Committee, whose duty is to check all major project investment matters of Guolian enterprises, and at the same time invest or privatize (list) them within the financial authority. The other is the Finance Committee, which mainly supervises Temasek's investment activities in the stock and capital markets.
The management of the company is responsible for the specific implementation and management of the above business activities, and reports to the Executive Committee and the Board of Directors. It is operated by the company's president (CEO) and the company's middle and senior managers composed of 75 professionals.
The company manages 23 Guolian enterprises (which can be regarded as its subsidiaries) by holding shares, including 4 wholly-owned companies/kloc-0, 7 listed companies and 2 limited liability companies. There are more than 2,000 subordinate enterprises of various sizes, with a total number of employees140,000, and the total assets exceed US$ 42 billion, accounting for about 8% of the national DGP.
In return for government investment, half of the company's after-tax profits are turned over to the Ministry of Finance.
Temasek's financial affairs are not disclosed to the public, but a company financial report must be submitted to the Ministry of Finance regularly every year. In order to ensure the fairness and authority of financial reports, companies usually hire international audit firms to conduct audits before reporting.
