What are the application conditions for Class A enterprises?
The application for Class A enterprises must meet the conditions stipulated in Article 6 of the Measures for the Administration of Enterprise Classification of People's Republic of China (PRC) Customs (attached). When an eligible enterprise applies to the customs, it shall provide the materials specified in Article 7 of the Measures of People's Republic of China (PRC) Customs for the Administration of Enterprise Classification (attached). Article 6, Article 7, Article 6 of the Measures for the Administration of Enterprise Classification in People's Republic of China (PRC) shall apply to the competent customs and be confirmed by the customs. The customs shall implement Class A management, including foreign trade companies (mechanical and electrical products with self-export of more than US$ 5 million) with annual import and export volume of more than US$ 30 million or total export volume of more than US$ 20 million and production self-export volume of more than US$100000. (1) It has been registered for more than two years, and (1) has no record of illegal smuggling for two consecutive years; (2) Having not defaulted on customs duties for two consecutive years; (3) Processing trade contracts are written off on schedule for two consecutive years; (4) There is no false declaration record for the imported goods that must be inspected by the customs within two years after the signing of the inspection exemption agreement; (2) The documents and certificates provided to the customs are true, complete and valid; (3) Having normal import and export business; (4) Perfect accounting system: sound financial books, reasonable subject setting and true business records; (5) Designate a person to be responsible for customs affairs; (6) The error rate of customs declaration is below 5% for two consecutive years; (7) The enterprise has a warehouse for storing goods under customs supervision, the warehouse management system is sound, the detailed accounts of the warehouse are clear, and the warehousing and warehousing documents (including the picking list) are managed by special personnel to ensure that the accounts and goods are consistent. Article 7 When an enterprise applies to the competent customs for Class A management, it shall submit a written application report to the competent customs. If an enterprise's application is fraudulent or untrue, the customs will not accept its application for class A management within two years. The application report submitted by an enterprise shall be accompanied by the following documents in duplicate: (1) a copy of the valid documents approved by the foreign trade and economic cooperation department or other competent departments for operation; (two) the annual inspection certificate of the enterprise; (three) the enterprise's self-assessment report on the situation listed in Article 6 of these Measures; (four) the enterprise status questionnaire signed by the legal representative of the enterprise or its authorized representative and stamped with the official seal; (five) written opinions issued by the foreign trade department of the place where the enterprise is registered.
