II. Objectives and tasks
Through the full implementation of the "river length system" management of the Tokyo sluice drainage river, the comprehensive management of the Tokyo sluice drainage river environment will be strengthened, and the "five noes" goal of no debris floating, no illegal setting, no bank protection collapse, no sewage direct discharge and no sludge deposition within 200 meters on both sides of the main river and 500 meters upstream of the tributary coast will be realized, and efforts will be made to create a new environment of the Tokyo sluice drainage river with clear water and smooth shore and beautiful shore green scenery.

Responsible for the remediation of all kinds of pollution sources, illegal buildings (including pollution sources) and sewage outlets within 200m on both sides of the main channel and 500m on both sides of the tributaries of the drainage channel of Dongjin Gate, as well as the daily cleaning and wreck salvage of the riverbanks within 200m on both sides of the main channel and 500m on both sides of the tributaries of Dongjin Gate.
District Science and Technology Bureau is the work contact department, responsible for information release, information collection and submission and other contact work; In accordance with the overall work objectives and requirements, according to the plan submitted by the implementation unit, be responsible for the refinement, task decomposition and implementation of the implementation plan of the "river length system" for the drainage channel of Dongjin Gate, and conduct supervision and assessment.

1. Strengthen the law enforcement and supervision of industrial pollution sources. Continue to implement industrial transformation and upgrading, carry out quantitative assessment, comprehensive ranking and sorting by industry for industrial transformation and upgrading of heavily polluting industries, and implement comprehensive measures such as reducing emission rights indicators and rectifying within a time limit for enterprises with lower rankings according to law, forcing transformation and upgrading. Organize various special actions for environmental protection. Strict measures such as high fines, recovery of excessive sewage charges, suspension of production and rectification, media exposure, and detention of personnel were taken according to law, and the crackdown on water environmental violations along the drainage channel of Dongjin Gate was continuously intensified, and the sewage outlets along the line were cleaned up in time.
3. Accelerate the collection and treatment of industrial sewage. Accelerate the construction of industrial sewage collection pipe network in Yiting Town, Xiaoyue Town, Xietang Town, Guanbai Street, Gaibei Town and Shangyu Economic and Technological Development Zone in Hangzhou Bay area, and effectively improve the sewage acceptance rate.
13. Clean up and rectify livestock and poultry breeding and aquaculture sites along the line. Clean up and close the livestock and poultry farms and aquaculture sites in the livestock and poultry breeding forbidden area on both sides of the main channel of the Jin Dong sluice drainage river within a time limit, and rectify the livestock and poultry farms and aquaculture sites within 200 meters on both sides of the main channel and 500 meters on both sides of the tributaries in the forbidden area. Comprehensive management of pig farms with more than 200 storage columns in restricted areas, supporting agricultural and animal husbandry recycling facilities, and implementing ecological farming; Pig farms with less than 200 heads on hand should be gradually closed in combination with the special rectification of "three reforms and one demolition".
4. Accelerate the collection and treatment of domestic sewage. Accelerate the construction of sewage pipe network in Guanbai Street, Yiting Town, Xiaoyue Town, Xietang Town and Gaibei Town, strengthen the sewage treatment of "six small industries", and strive to improve the sewage collection and treatment rate of market towns. In accordance with the principle of adjusting measures to local conditions, we will promote the construction of centralized treatment facilities for village-level domestic sewage in an orderly manner and strengthen the collection and treatment of rural domestic sewage.
5. Comprehensively clean up and rectify the river environment on both sides of the Jin Dong sluice drainage river. Comprehensively clean up and rectify all kinds of illegal buildings, melon sheds along the river, illegal fishery breeding facilities, centralized garbage collection points and toilets, and timely clean up garbage dumps salvaged from the river.
6. Strengthen the management of river cleaning. Further improve the long-term cleaning mechanism of the drainage channel of Dongjin Gate, and the daily cleaning within the water area of the drainage channel of Dongjin Gate and within 200 meters on both sides of the main channel is specifically responsible for the township (street, development zone) where the region is located. According to the annual assessment score, the district finance will give subsidies in the form of "awards on behalf of subsidies". 7. Ensure the safe and smooth drainage of the river. 8. Strengthen water quality monitoring of Jin Dong sluice. Set up fixed monitoring points in towns and streets along the drainage channel of Dongjin sluice, strengthen water quality monitoring, grasp the dynamic changes of water quality, and strive to improve the water quality of the section year by year.

3. Standardize the system and strengthen the assessment.
