The announcement is as follows:

I. Verification results

(1) Guodian Northeast Electric Power Co., Ltd.

The problem of over-standard discharge of 10 units belonging to Shuangyashan Power Generation Co., Ltd., Longhua Jilin Thermal Power Plant (Longtan Power Plant), Jilin Longhua Baicheng Thermal Power Plant, Longhua Yanji Thermal Power Plant, Bei 'an Thermal Power Plant, Shenyang Thermal Power Plant, Jilin Longhua Changchun No.1 Thermal Power Plant, Shuangliao Power Plant, Kangping Power Generation Co., Ltd. and Helong Thermal Power Plant is outstanding.

1. Shuangyashan Power Generation Co., Ltd

At present, the company has two 200MW and two 600MW coal-fired thermal power units, which were completed and put into operation in August 1988, July 1989, February 12 and10,65438+2008 respectively. 1# and 2# units adopt the integrated process of alkali spray desulfurization and dust removal, 5# and 6# units adopt the limestone-gypsum wet desulfurization process, and 6# units adopt the SCR denitrification process. 1#, 2#, 5# and 6# units enjoy desulfurization electricity price, and 6# unit enjoys denitrification electricity price. After verification, the company generated 6.83 billion kWh of electricity in 20 14, consumed 3.552 million tons of coal, and the average sulfur content was 0.26%. 1# and 2# units have simple desulfurization process, abnormal operation, imperfect central control system and sulfur dioxide exceeding the standard for a long time; 1#, 2# and 5# units have not built denitration facilities, and nitrogen oxides have exceeded the standard for a long time.

2. Longhua Jilin Thermal Power Plant (Longtan Power Plant)

The plant has two 125MW and two 220MW coal-fired thermal power units, which were completed and put into operation in June 2003, February 2003, June 2003, June 2007, June 2007 and May 2009 respectively. After verification, in 20 14 years, the power generation capacity of the plant was 33 1 100 million kwh, the heating capacity was102.04 million Ji Jiao, and the coal consumption was 2.862 million tons. No denitration facilities have been built for 4 units, and nitrogen oxides have been discharged beyond the standard for a long time.

3. Jilin Longhua Baicheng Thermal Power Plant

The plant has two 200MW coal-fired thermal power units, both of which were completed and put into operation in March 20 12. After verification, in 20 14 years, the power generation capacity of the plant was14.3 million kwh, the heating capacity was 850,000 Ji Jiao, and the coal consumption was1143,000 tons. No denitration facilities have been built for the two units, and nitrogen oxides have been discharged beyond the standard for a long time.

4. Longhua Yanji Thermal Power Co., Ltd.

The company has two 200MW coal-fired thermal power units, both of which were completed and put into operation in February 20 10. Upon verification, in 2065.438+04, the company generated 65.438+0.85 billion kWh of electricity, supplied 5.089 million Ji Jiao of heat and consumed 6.5438+0.358 million tons of coal. No denitration facilities have been built for the two units, and nitrogen oxides have been discharged beyond the standard for a long time.

5. Beian Thermal Power Co., Ltd..

The company has two 50MW coal-fired generator sets, which were completed and put into operation in 1997 and 65438+February respectively. It is verified that in 20 14, the company generated 580 million kwh of electricity, supplied 3.76 million Ji Jiao of heat, consumed 553,000 tons of coal, and the average sulfur content of coal was 0.23%. Both units have no desulfurization facilities, and sulfur dioxide has exceeded the standard for a long time.

6. Shenyang Thermal Power Plant

There are two 25MW coal-fired thermal power units in this plant, both of which were completed and put into operation in June 1982, and the 4# unit adopts semi-dry desulfurization process. After verification, in 20 14 years, the plant generated 270 million kwh of electricity, heated 4.226 million Ji Jiao, consumed 355,000 tons of coal, and the average sulfur content of coal was 1%. Unit 3 has not built desulfurization and denitrification facilities, and sulfur dioxide and nitrogen oxides have been discharged beyond the standard for a long time; The desulfurization facilities of Unit 4 are not operating normally, and the sulfur dioxide exceeds the standard 1, 2 18 hours. No denitration facilities were built, and nitrogen oxides exceeded the standard for a long time.

7. Jilin Longhua Changchun First Thermal Power Plant

There are two 350MW coal-fired thermal power units in the plant, both of which were completed and put into operation on February 201kloc-0/65438. Adopt SCR denitration process and enjoy denitration electricity price. After verification, in 20 14 years, the enterprise generated 31900,000 kWh of electricity, heated 51690,000 Ji Jiao, consumed 2.323 million tons of coal, and the denitration facilities did not operate normally. The nitrogen oxides of 1# and 2# units exceeded the standard1866 respectively.

8. Shuangliao Power Plant

At present, there are four 300MW coal-fired generating units in the plant, which were completed and put into operation in April 1994, 101995, February 12 and February 12, respectively, and SCR was adopted for denitrification. After verification, the enterprise generated 4.39 billion kWh of electricity in 20 14, provided heating 1 10.2 million Ji Jiao, and consumed 3.254 million tons of coal. The operation rate of denitration facilities was low and abnormal. The nitrogen oxides of 1#-4# units exceeded the standard by 2746 hours, 2037 hours and 900 hours respectively.

9. Kangping Power Generation Company Limited

The company has two 600MW coal-fired generator sets, both of which were completed and put into operation in September 2009, using limestone-gypsum wet desulfurization process and SCR denitrification process; All enjoy the desulfurization electricity price, and all enjoy the denitrification electricity price from April 20 14. After verification, the enterprise generated 4.65 billion kWh of electricity in 20 14 years, provided heat 1 10.6 million Ji Jiao, consumed 2.86 million tons of coal, and the average sulfur content of coal was 1.2%. The desulfurization and denitrification facilities are unstable, and the sulfur dioxide of 1# and 2# units exceeds the standard by 725 respectively.

10. Helong Thermal Power Plant

Our factory has two 12MW circulating fluidized bed units, both of which were completed and put into operation on 20 12 1 1, using dry desulfurization process. After verification, the enterprise generated 48 million kWh of electricity in 20 14 years, provided heat12.32 million Ji Jiao, consumed 0.46 million tons of coal/kloc-0, and the average sulfur content of coal was 0.4%. The operation of desulfurization facilities is abnormal, the data of environmental protection central control system is chaotic, and sulfur dioxide has exceeded the standard for a long time.

(2) Shandong Wei Qiao Venture Group Co., Ltd.

The problem of pollutants exceeding the standard in 9 units, including Zouping Changshan Town Public Heating Center, Zouping Binteng Textile Thermal Power Plant, Binzhou Beihai Public Heating Center, zouping county Weiqiao Town Public Heating Center, Shandong Wei Qiao Aluminum Power Co., Ltd., Shandong Wei Qiao Aluminum Power Co., Ltd. alumina supporting FAW Station, Huimin County Jihu Town Public Heating Center, Binzhou Heating Center and Binzhou Public Heating Center, is outstanding.

1. Gong * * Heating Center, Changshan Town, Zouping County.

The enterprise has four 330MW coal-fired units, all of which were completed and put into operation in July 20 13. Limestone-gypsum wet desulfurization process is adopted, and only unit 4 is equipped with SCR denitration facilities. After verification, the power generation of this enterprise in 20 14 is 91600,000 kwh, and the coal consumption is 3.894 million tons. The excessive discharge of nitrogen oxides in the whole plant is serious; There was no online monitoring equipment in the first half of the year, and the maintenance management after installation was not in place in the second half of the year.

2. Zouping Binteng Textile Thermal Power Plant

The enterprise has four 330MW coal-fired units, which were completed and put into operation in April 20 13, June 20 13, July 20 13 and August 20 13. Limestone-gypsum wet desulfurization process has been adopted, and the denitrification facilities of 1#-3# unit have been completed. After verification, the enterprise generated 8.73 billion kWh of electricity in 20 14, provided heat 140,000 Ji Jiao and consumed 3.824 million tons of coal. Excessive discharge of nitrogen oxides is serious; There was no online monitoring equipment in the first half of the year, and the maintenance management after installation was not in place in the second half of the year.

3. Binzhou Beihai Public Heating Center

The enterprise has four 60MW coal-fired units, which were completed and put into operation in February, March, August and June of 20 12 and 20 13, respectively, using magnesia desulfurization process. After verification, the enterprise generated 660 million kWh of electricity in 20 14 years, provided heat114.46 million Ji Jiao and consumed 785,000 tons of coal. No denitration facilities have been built in the four units, and nitrogen oxides have exceeded the standard for a long time; There was no online monitoring equipment in the first half of the year, and the maintenance management after installation was not in place in the second half of the year.

4. zouping county Weiqiao Town Public Heating Center

The enterprise has four 330MW coal-fired units, which were completed and put into operation in June 20 13, April 20 13, February 20 13, and June 2010/3, respectively, using magnesia desulfurization technology, 2. After verification, the enterprise generated 9.04 billion kWh of electricity and consumed 3.666 million tons of coal in 20 14. Excessive discharge of nitrogen oxides is serious; There was no online monitoring equipment in the first half of the year, and the maintenance management after installation was not in place in the second half of the year.

5. Shandong Wei Qiao Aluminum Power Co., Ltd..

The enterprise has two 135MW units and six 150MW units, which were completed and put into operation from February 65438+ in 2006 to July 2000. Using magnesium method and limestone-gypsum wet desulfurization process, the denitration facilities of 7# and 8# units have been completed, and the denitration of other units is under construction. After verification, the enterprise generated 3.56 billion kWh of electricity in 20 14 years, supplied 347,000 Ji Jiao of heat and consumed 762,000 tons of coal/kloc-0. The NOx emission of 5#-8# units seriously exceeds the standard; There was no online monitoring equipment in the first half of the year, and the maintenance management after installation was not in place in the second half of the year.

6. Shandong Wei Qiao Aluminum Power Co., Ltd. Alumina Supporting FAW Station

The enterprise has eight 25MW units, which were completed and put into operation from February 2006 to May 2009, respectively. The limestone-gypsum wet desulfurization process is adopted, and the denitrification facilities are under construction. After verification, the enterprise generated 860 million kWh of electricity in 20 14, provided heat147.56 million Ji Jiao and consumed 877,000 tons of coal. Excessive discharge of nitrogen oxides is serious; There was no online monitoring equipment in the first half of the year, and the maintenance management after installation was not in place in the second half of the year.

7. Public heating center in Jihu Town, Huimin County.

There are four 330MW units in this enterprise, which were completed and put into operation in July 20 14, August 20 13, June 20 13 and August 20 14 respectively. Wet desulfurization process of magnesium oxide powder is adopted, and denitration facilities are under construction. After verification, the enterprise generated 6.73 billion kWh of electricity in 20 14, provided heat1290,000 Ji Jiao and consumed 2.877 million tons of coal. Bypass of 4 units has not been removed; Excessive discharge of nitrogen oxides is serious; There was no online monitoring equipment in the first half of the year, and the maintenance management after installation was not in place in the second half of the year.

8. Binzhou Heating Center

The enterprise has four 60MW units and four 135MW units, which were completed and put into operation from June 20 10 to June 20 13 respectively. Magnesium oxide wet desulfurization process is adopted, and the denitration system is under construction. Upon verification, the enterprise generated 5.42 billion kWh of electricity in 20 14, provided 3.975 million Ji Jiao of heating and consumed 2.539 million tons of coal. Excessive discharge of nitrogen oxides is serious; There was no online monitoring equipment in the first half of the year, and the maintenance management after installation was not in place in the second half of the year.

9. Binzhou Public Heating Center

There are four 330MW units in this enterprise. Units 2# and 3# were completed and put into operation in October 2011+0. Wet desulfurization process of magnesium oxide was adopted, denitrification facilities were under construction, and units 1# and 4# were under construction. After verification, in 20 14 years, the enterprise generated 3.39 billion kwh of electricity, heated 393,000 Ji Jiao, consumed coal 15 12000 tons, and discharged serious nitrogen oxides from 2# and 3# units.

(3) Datong Coal Mine Group Datang Thermal Power Co., Ltd. and Tongda Thermal Power Co., Ltd.

Datang Thermal Power Co., Ltd., which belongs to Datong Coal Mine Group Co., Ltd., has four 50MW circulating fluidized bed units, which were completed and put into operation in May-June 2002, using dry desulfurization process and SNCR denitrification process. Upon verification, the power generation of this enterprise is 3.734 million Ji Jiao, the coal consumption is 1306 million tons, the average sulfur content of coal is 0.45%, the desulfurization facilities are not operating normally, and the sulfur dioxide emission of 1#-4# unit exceeds the standard by 30% respectively.

Tongda Thermal Power Co., Ltd. of Datong Coal Mine Group has two 330MW circulating fluidized bed units, which were completed and put into operation in March of 20 14, 14 and 20 14 respectively. Semi-dry desulfurization process and SNCR denitrification process are adopted, and the electricity price of desulfurization and denitrification is enjoyed from 20 1 10. After verification, in 20 14, the enterprise generated 2.46 billion kwh of electricity, provided 2.333 million Ji Jiao of heat, consumed 0/72,200 tons of coal, and the average sulfur content of coal was 0.65%. The desulfurization facilities did not operate normally, and the sulfur dioxide of 1# and 2# units exceeded the standard for 665 hours and 395 hours respectively.

(4) Jilin electric power co., ltd

The company belongs to China Power Investment Corporation, and its three units, Hunjiang Power Generation Co., Ltd., Siping Thermal Power Company and Songhua River Thermal Power Plant, have outstanding problems in exceeding the standard.

1. Hunjiang power generation co., ltd

The company has 1 200MW coal-fired thermal power unit, which was completed and put into operation in199665438+February, adopting semi-dry flue gas circulating fluidized bed desulfurization process, and enjoying desulfurization electricity price before 20 14 10. After verification, in 20 14, the enterprise generated 72 10/00000 kwh, consumed 62 10/00000 tons of coal, and the average sulfur content of coal was 0.63%. Desulfurization facilities are not operating normally, and denitrification facilities have not been built. In the second half of the year, sulfur dioxide and nitrogen oxides exceeded the standard by 900 hours and 902 hours respectively.

2. Siping Thermal Power Company

The company has two 50MW and11000 MW coal-fired generator sets, which were completed and put into operation in 1998 65438+ 10/998 September and 1999 65438+February respectively. After verification, in 20 14 years, the power generation of units 2# and 3# of this enterprise was 670 million kWh, the heating capacity was 2103,000 Ji Jiao, the coal consumption was 658,000 tons, and the average sulfur content of coal was 0.49%. The desulfurization facilities of 2# and 3# units are not operating normally, and no denitrification facilities have been built. Sulfur dioxide is discharged for 590 hours respectively.

3. Songhua River Thermal Power Plant

Our factory has two 125MW, 1 300MW, two 40MW and 1 50MW coal-fired generator sets, which were completed and put into operation from February 2002 to September 20 14 respectively. 1# and 2# units adopt flue gas circulating fluidized bed semi-dry method. 1# and 2# units enjoy desulfurization electricity price before 20 14 and 10, and other units enjoy desulfurization electricity price all year round. After verification, in 20 14 years, the power generation of the plant was 3.06 billion kwh, the heating was134.28 million Ji Jiao, the coal consumption was 31320,000 tons, the average sulfur content of coal was 0.39%, and the sulfur dioxide of 1# and 2# units often exceeded the standard.

(5) Jilin Oilfield Thermal Power Plant

This factory belongs to China Oil and Gas Group Company. There are 6 220t/h gas-fired boilers, 2 220t/h gas-fired boilers and 3 50MW self-provided generator sets, which were completed and put into operation from February 2000 to July 2009 respectively. Semi-dry desulfurization process and SCR denitrification process are adopted in flue gas circulating fluidized bed. After verification, in 20 14 years, the power generation of 1#-6# gas-fired boiler in this plant was 71000000 kwh, heating was 7.467 million Ji Jiao, and coal consumption was 386,000 tons. The desulfurization facilities are not operating normally, and the sulfur dioxide exceeds the standard 1500 hours and 138 hours respectively.

(6) Dalian Thermal Power Group Co., Ltd.

Five subordinate units, namely Beihai Thermal Power Plant, Donghai Thermal Power Plant, Xianghai Thermal Power Plant, Dalian Jinzhou Thermal Power Co., Ltd. and Dalian Beifang Thermal Power Co., Ltd., all have excessive discharge problems.

1. Beihai Thermal Power Plant

There are four 220t/h pulverized coal boilers in the factory, and two 25MW and 1 50MW coal-fired generator sets are matched, which were completed and put into operation in 1987, 1987 and 1994 respectively. It is verified that in 20 14, the enterprise generated 350 million kWh of electricity, provided 3.26 million Ji Jiao of heat, consumed 460,000 tons of coal, and the average sulfur content of coal was 0.6%. Desulfurization facilities are not operating normally, and no denitration facilities have been built. Sulfur dioxide and nitrogen oxides have been discharged beyond the standard for a long time.

2. Donghai Thermal Power Plant

There are four 75t/h circulating fluidized bed boilers and two 130t/h circulating fluidized bed boilers in our factory, which are respectively matched with two 13MW and 1 25MW coal-fired generator sets, and were respectively held in August 1996 and 10/kloc. After verification, the enterprise generated 300 million kWh of electricity in 20 14 years, provided 2.784 million Ji Jiao of heat, consumed 4130,000 tons of coal, and the average sulfur content of coal was 0.62%. Desulfurization facilities are not operating normally, and denitrification facilities have not been built. Sulfur dioxide in the four outlets exceeded the standard for 2024 hours, 160 1 hour,1hour and 1472 hours respectively, and nitrogen oxides exceeded the standard for 734 hours, 606 hours, 262 hours and1hour respectively.

3. Xianghai Thermal Power Plant

The plant has four 25MW circulating fluidized bed units, which were completed and put into operation in February 2000, February 2000, March 2007 and March 2007 respectively. In August of 20 14, the limestone-gypsum wet desulfurization process was adopted. After verification, the enterprise generated 680 million kWh of electricity in 20 14, supplied 6 million Ji Jiao of heat, consumed 800,000 tons of coal, and the average sulfur content of coal was 0.55%. Desulfurization facilities are not operating normally, and no denitration facilities have been built. 1#-4# unit sulfur dioxide exceeded the standard 1606 hours, 2872 hours and 2872 hours respectively.

4. Dalian jinzhou area Thermal Power Co., Ltd..

The company has four 75t/h, 1 90t/h circulating fluidized bed boilers and1/6mw water heaters, and three 12MW coal-fired generator sets, which were installed in June respectively. According to verification, in 20 14, the enterprise generated10.40 billion kwh, provided heating10.97 million Ji Jiao, consumed 270,000 tons of coal, and the average sulfur content of coal was 0.8%. Desulfurization facilities are not operating normally, and no denitration facilities have been built. Sulfur dioxide and nitrogen oxides have been discharged beyond the standard for a long time.

5. Dalian North Thermal Power Co., Ltd..

The company has three 75t/h pulverized coal boilers, 1 set 15.9MW coal-fired thermal power units, 1 set 16.9MW coal-fired thermal power units and 1 set/6.8MW coal-fired thermal power units, respectively, in July 1995. After verification, the enterprise generated 80 million kWh of electricity in 20 14 years, provided heat 133 1 10,000 Ji Jiao, consumed coal129,000 tons, and the average sulfur content of coal 1%. Desulfurization facilities are not operating normally, and no denitration facilities have been built. Sulfur dioxide and nitrogen oxides have been discharged beyond the standard for a long time.

(7) Zhengzhou Xinli Power Co., Ltd.

The company belongs to Henan Investment Group Co., Ltd., and currently has five 200MW coal-fired generator sets. In June 2007, February 2006, July 1992, June 2006, June 2006, June 2009, June 2009, June 2007, June 2007, June 2006, June 2006, 2006.

(8) Hubei Wuhan Ethylene Company

This company belongs to China Petrochemical Group, and has three 360t/h circulating fluidized bed boilers and two 65MW self-provided coal-fired generator sets, both of which were completed and put into operation in June, 2065438+2003, and adopted the desulfurization process of calcium injection in the furnace. After verification, the enterprise generated 820 million kWh of electricity in 20 14, heated 5.082 million Ji Jiao, consumed 677,000 tons of coal, and the average sulfur content of coal was 0.46%. The desulfurization process is simple, and no denitration facilities are built. In July of 20 14, the average annual emission concentration of sulfur dioxide was about 240mg/m3, and the average annual emission concentration of nitrogen oxides was about 350 mg.

Guangdong Yuedian Group Co., Ltd.

Five units, including Guizhou Qian Yue Electric Power Co., Ltd., Guangdong Guanghe Electric Power Co., Ltd. Shajiao Power Plant C, Guangdong Huizhou Pinghai Power Plant Co., Ltd., Guangdong Zhuhai Power Plant Co., Ltd. and Guangdong Zhuhai Jinwan Power Plant Co., Ltd., have a serious problem of excessive discharge.

1. Guizhou Qian Yue Electric Power Co., Ltd.

At present, the company has four 600MW units, which were completed and put into operation in April 2006, June 2007 and June 2007, respectively. SCR denitration process is adopted and denitration electricity price is enjoyed. After verification, the enterprise generated 9.78 billion kWh of electricity and consumed 4.957 million tons of coal in 20 14. Denitrification facilities are not operating normally and the operating rate is low. The denitration exit times of 2#-4# units were 42 1 hour, 1.536 hour and 842 hour respectively, and the excessive discharge of nitrogen oxides was serious.

2. Guangdong Guanghe Electric Power Co., Ltd. Shajiao Power Plant C

There are three 660MW units in the plant, all of which were completed and put into operation in June 1996. Adopt SCR denitration process and enjoy denitration electricity price. After verification, 20121800,000 kwh, the enterprise consumes 4.907 million tons of coal, the denitration facilities are not operating normally, and the operating rate is low. The denitration exit time of 1#-3# unit is 777 hours, 902 hours and 1320 hours respectively.

3. Guangdong Huizhou Pinghai Power Plant Co., Ltd

At present, the company has two 1000MW units, which were completed and put into operation at 20 10,/kloc-0, 20 1 1, respectively, and adopted SCR denitration process to enjoy the denitration electricity price. After verification, in 20 14 years, the enterprise generated 9 1 100 million kwh of electricity and consumed 3.598 million tons of coal. The denitration facilities were not operating normally and the operating rate was low. The denitration exit times of 1# and 2# units were 1024 hours and 676 hours respectively, and the nitrogen oxides exceeded the standard.

4. Guangdong Zhuhai Power Plant

The plant has two 700MW units, which were completed and put into operation in April 2000 and February 2006 respectively. Adopt SCR denitration process and enjoy denitration electricity price. After verification, the enterprise generated 7.22 billion kWh of electricity and consumed 3.089 million tons of coal in 20 14. Denitrification facilities are not operating normally and the operating rate is low. The denitration exit times of 1# and 2# units were 876 hours and 3 1 1 hour respectively, and the nitrogen oxides exceeded the standard.

5. Guangdong Zhuhai Jinwan Power Generation Co., Ltd.

The company has two 600MW units, both of which were completed and put into operation in February 2007. SCR denitration process is adopted and denitration electricity price is enjoyed. After verification, the enterprise generated 5.93 billion kWh of electricity in 20 14 years, provided heat 1 14000 Ji Jiao, and consumed 24 13000 tons of coal. Denitrification facilities are not operating normally and the operating rate is low. The denitration exit times of Units 3 and 4 are 1494 hours and 65494 hours respectively.

(X) Shaanxi Hancheng Second Power Generation Co., Ltd.

The company belongs to China Datang Corporation, and has four 600MW coal-fired generator sets, which were completed and put into operation in August 2005, June 2008 and August 2005 respectively. SCR denitration process is adopted and denitration electricity price is enjoyed.
