The relationship between the government and the supply and marketing cooperatives;
According to the principle of separation of government and society, supply and marketing cooperatives at all levels withdraw from the sequence of government administrative agencies. According to actual needs, they can undertake tasks entrusted by the government, exercise certain functions authorized by the government, and attend relevant government meetings as nonvoting delegates. The government guides, coordinates, supports and supervises them according to laws and policies. Local governments at all levels should strengthen the guidance, coordination, support and supervision of supply and marketing cooperatives, but they should not interfere with the normal business activities of supply and marketing cooperatives. The local people's government shall be responsible for the structural adjustment, enterprise reform and re-employment projects of supply and marketing cooperatives that need government organization and coordination. It is necessary to effectively protect the legitimate rights and interests of supply and marketing cooperatives, and it is not allowed to arbitrarily issue policy management tasks and conduct various administrative assessments. In the future, where the government entrusts the supply and marketing cooperatives to engage in policy business, it is necessary to sign an entrustment contract in advance, clarify the responsibilities and obligations, and ensure their performance.

Measures for the administration of wholesale markets of supply and marketing cooperatives
Article 3 Supply and marketing cooperatives are cooperative economic organizations under collective ownership, with members or member cooperatives as the main body, with independent legal personality, aiming at providing comprehensive services for agriculture, rural areas and farmers, and enjoying the autonomy to independently carry out economic and social activities according to law.
Fourth people's governments at or above the county level shall promote the development of supply and marketing cooperation into the national economic and social development plan, and implement target performance management.
The relevant departments of the people's governments at or above the county level shall, according to their respective responsibilities, do a good job in promoting the development of supply and marketing cooperatives.
Fifth supply and marketing cooperatives at or above the county level shall be responsible for the guidance, coordination, supervision, service and education and training of members within their respective administrative areas.
Article 6 Supply and marketing cooperatives shall, according to the authorization of the government, perform corresponding functions, complete the tasks entrusted by the government, and play the role of business services and public welfare services.
Chapter II Organizational System
Seventh supply and marketing cooperatives are divided into grass-roots supply and marketing cooperatives and supply and marketing cooperatives at or above the county level.
Grass-roots supply and marketing cooperatives are established by farmers and other laborers; Supply and marketing cooperatives at or above the county level shall be joined by supply and marketing cooperatives at the lower level and other cooperative economic organizations as members.
Article 8 Supply and marketing cooperatives shall formulate articles of association, set up a board of directors and a board of supervisors, and conduct management according to the articles of association.
The articles of association of a supply and marketing cooperative shall stipulate the main contents of the supply and marketing cooperative, such as its organizational structure, responsibilities, rules of procedure, financial audit, establishment and dissolution, membership, rights and obligations, etc.
