Other matters of Dalian Municipal Health Bureau

(1) Division of responsibilities for food safety supervision. The office of the Municipal Food Safety Committee is located in the Municipal Health Bureau, which takes the lead in establishing a comprehensive coordination mechanism for food safety and is responsible for the comprehensive supervision of food safety. The Municipal Agriculture Committee is responsible for the supervision of agricultural products production. The Municipal Bureau of Quality Supervision is responsible for the supervision of food production and processing. The Municipal Administration for Industry and Commerce is responsible for food circulation supervision. The U.S. Food and Drug Administration is responsible for food safety supervision in consumer areas such as restaurants and canteens. The Municipal Health Bureau is responsible for the comprehensive coordination of food safety and organizing the investigation and handling of major food safety accidents. All departments should cooperate closely to form a joint force and do a good job in food safety supervision. The Municipal Health Bureau shall, jointly with the US Food and Drug Administration and other departments, put forward adjustment opinions on the members and main responsibilities of the Municipal Food Safety Committee and report them to the municipal government for approval.

(two) the division of responsibilities of food production, circulation and consumption supervision and management. The Municipal Health Bureau is responsible for putting forward the hygienic standards and conditions for food production and circulation, and incorporating them into the licensing conditions for food production and circulation. The Food and Drug Administration of the United States is responsible for the supervision and management of food hygiene licenses in the catering industry, canteens and other consumer areas. The Municipal Bureau of Quality Supervision is responsible for the supervision and administration of food production licenses. The Municipal Administration for Industry and Commerce is responsible for the supervision and administration of food circulation licenses. No longer issue hygiene licenses for food production and circulation.

(3) Division of responsibilities for occupational health monitoring. The Municipal Health Bureau is responsible for drafting local regulations on occupational health, and regulating the prevention, health care, inspection and treatment of occupational diseases; To supervise and inspect the occupational health surveillance of the employing unit; Responsible for the supervision and management of occupational health technical service institutions and medical and health institutions that undertake occupational health examination and occupational disease diagnosis. City Safety Supervision Bureau is responsible for the supervision and inspection of occupational health in workplaces (except coal mines), and organizes to investigate and deal with occupational hazards and related illegal acts. The Municipal Health Bureau and the Municipal Safety Supervision Bureau shall, in accordance with the division of responsibilities, establish and improve the coordination mechanism, strengthen cooperation and do a good job in related work.

(4) The Municipal Health Supervision Office under the Municipal Health Bureau no longer undertakes the functions of food safety supervision and inspection in the catering industry, canteens and other consumer areas, and its 29 preparation and law enforcement personnel who undertake corresponding functions are assigned to the US Food and Drug Administration. The Municipal Health Bureau and the US Food and Drug Administration will pay close attention to the integration of food safety supervision teams.

(5) The Municipal Health Bureau, according to these Provisions, puts forward the responsibilities, staffing, leadership positions allocation scheme and ground handling workload of each internal organization, and reports it to the Municipal Office for approval.
