Qinshui Basin is located in the southeast of Shanxi Province, with a coal-bearing area of 24,000 square kilometers, a buried depth of 2,000 meters, shallow coalbed methane resources of 3.7 trillion cubic meters, proven geological reserves of 654.38+083.4 billion cubic meters, and a production capacity of 2.5 billion cubic meters, initially forming an industrial base integrating exploration, development, production, transportation, sales and utilization. During the Twelfth Five-Year Plan period, the projects of Sihe, Panhe, Chengzhuang, Panzhuang and Zhaozhuang will be completed, the projects of Daning, Zheng Zhuang and Shizhuangnan will be accelerated, and the projects of Mabi, Shouyang and Heshun will be built. The total investment of the project is 37.8 billion yuan. By 20 15 years, the production capacity will be1300 million cubic meters, and the output will be 104 million cubic meters.
2. Construction of coalbed methane industrialization base in the eastern edge of Ordos Basin
The eastern edge of Ordos Basin spans Shanxi, Shaanxi and Inner Mongolia provinces, with a coal-bearing area of 25,000 square kilometers, a buried depth of 1.500 meters and a shallow coalbed methane resource of 4.7 trillion cubic meters. The proven geological reserves are 81.800 million cubic meters, and the built production capacity is 600 million cubic meters. During the Twelfth Five-Year Plan period, Liulin, Hancheng-Heyang projects will be completed, Sanjiao, Daning-Jixian, Hancheng-Yichuan, Baode-Hequ projects will be accelerated, and new projects such as Linxing and Yanchuan South will be built. The total investment of the project is 20.3 billion yuan. By 20 15, the production capacity will be 5.7 billion cubic meters and the output will be 5 billion cubic meters.
3. Development of coalbed methane in other areas
Accelerate the development of coalbed methane in Fuxin and Tiefa mining areas in Liaoning Province, and promote the development test of Jiaozuo, Pingdingshan and Zhijin-Anshun projects in Henan Province. In Shanxi, Liaoning, Anhui, Henan, Chongqing, Sichuan, Guizhou and other provinces and cities, 33 coal mining enterprises and 8 coal-producing cities (regions) will carry out the construction of key mining areas for gas drainage and utilization in large coal mines. Focus on the implementation of regional comprehensive outburst prevention measures, build, rebuild and expand the drainage system, increase the number of drainage pipelines, special drainage tunnels and boreholes, and support the construction of gas utilization projects. By 20 15, 36 large-scale coal mine gas extraction and utilization mining areas with annual extraction capacity exceeding 1 100 million cubic meters will be built with a total investment of 56.2 billion yuan.
2, coal mine gas control demonstration mine construction
Demonstration mines for gas control, such as Junde Mine in Heilongjiang and Panyi Mine in Anhui, have been built. Select coal mines with serious gas disasters and certain development potential in different regions, build a number of gas control demonstration mines, promote the integrated innovation of gas control concepts, technologies, management and equipment, explore the formation of gas control models under different geological conditions, and play a regional demonstration and guiding role. (1) Transportation and utilization of coalbed methane
Coalbed methane is mainly transported by pipeline, used nearby, and the remaining gas is exported. According to the distribution of resources and market demand, we will make overall plans to build a coalbed methane pipe network with regional medium-pressure pipelines as the main body, and moderately develop coalbed methane compression and liquefaction. Carry out the construction of distributed energy demonstration project of coalbed methane. Priority is given to residential gas, public service facilities and automobile fuel. , to encourage the use of building materials, metallurgy and other industrial fuels. (2) Coal mine gas transportation and utilization
Coal mine gas is mainly used for local power generation and civil use. Make full use of high-concentration gas, promote low-concentration gas to generate electricity, accelerate the utilization of air tail gas and distributed gas energy demonstration projects, and moderately develop gas concentration and liquefaction. Encourage regional networking of gas transmission and distribution systems in large mining areas, and focus on large-scale utilization; Encourage small and medium-sized coal mines to build decentralized small power stations or jointly build centralized distribution networks and centralized power generation to improve utilization. By 20 15, the utilization of natural gas will be 8.4 billion cubic meters, and the utilization rate will exceed 60%; There are more than 3.2 million households for civilian use, and the installed power generation capacity exceeds 2.85 million kilowatts. Carry out research and development of ground development technologies and major equipment such as structural coalbed methane exploration, low-rank coal testing, air atomization drilling, modular special drilling rig for coalbed methane, drilling and completion of multi-branch horizontal wells, measurement while drilling and geological orientation of horizontal wells, complete sets of coiled tubing equipment, clean fracturing fluid, nitrogen foam fracturing, horizontal well fracturing, high-efficiency and low-consumption drainage, and low-pressure gathering and transportation.
Study the multi-purpose technologies of surface borehole coal seam pre-drainage, mining pressure relief drainage and goaf drainage, develop key technologies and equipment such as early warning and monitoring of coal and gas outburst, rapid determination of gas parameters, safe and efficient drainage of deep coal seam and low permeability coal seam, safe and efficient utilization of low concentration gas and ventilation gas, demonstrate regional underground and underground combined drainage technology, and popularize safe transportation technology and equipment of low concentration gas.
