Chapter I General Principles
Article 1 In order to meet the requirements of water supply and drainage integration of group companies and further improve the management level of scientific and technological work, the original management system of scientific and technological work of Shenzhen Water Supply (Group) Co., Ltd. was revised to form this system.
Article 2 This management system is applicable to all departments, water plants, branches, sewage plants, drainage work areas, pumping stations, pumping station management and business units that need the Group's funding for scientific and technological projects.
Chapter II Management of Scientific Research Projects
Article 3 Scientific research projects refer to innovative and exploratory research and development projects carried out by various departments and grass-roots units of the Group Company to serve the technical production and scientific and technological progress of the Group Company.
Article 4 The scientific research projects of the Group Company shall be under the centralized management of the Chief Engineer's Office (hereinafter referred to as the Chief Engineer's Office), which is specifically responsible for the establishment, implementation and management of scientific research projects, as well as the final acceptance of the projects.
Article 5 Application and establishment of scientific research projects:
(1) Each unit of the company applies for scientific research projects every year before the end of 10, and submits a written application to the General Office. Overdue in principle will not be accepted.
(2) When applying for scientific research projects, all units should report to the General Engineer's Office in combination with their actual scientific research capabilities.
(3) Projects planned by the company, projects assigned by superiors and scientific and technological projects entrusted by other units can be directly established and assigned by the company on the basis of soliciting the opinions of the undertaker.
(four) the unit or project leader who fails to complete the scientific research project of the previous year on time without justifiable reasons shall not start new scientific research projects in principle, and the same person in charge shall generally not be responsible for more than two scientific research projects.
(5) When applying for a scientific research project, the applicant must submit the following materials:
1, science and technology project schedule;
2, the project budget table;
3, when necessary, provide the project significance, technical status and pre feasibility report;
4. Electronic documents of the above contents.
(6) At the beginning of each year, the group company holds a project demonstration meeting attended by relevant leaders, corresponding departments and experts, and determines the scientific research projects of that year according to the research opinions of the general office. Generally, the scientific research project establishment plan is issued before the first quarter of each year.
(VII) For scientific research projects assigned by superiors and entrusted by other units that are not completed in the next year, the new and additional funds needed by the company shall be declared according to the above-mentioned scientific research project establishment procedures; If no additional funds are needed, just report the progress of the project to the general office for summary and filing every year.
(VIII) In order to encourage diversified business units of the Group to develop new products and technologies with market prospects, in principle, the projects are selected by themselves and the funds are mainly borne by themselves. You can also refer to the above contents to apply for project establishment of group companies. Group companies selectively set up projects according to the situation and give certain financial subsidies.
Article 6 Implementation and management of scientific research projects:
(a) within one month after the scientific research project plan is issued, the project leader shall formulate a detailed implementation plan (including schedule, technical route, detailed budget, etc.). ) and submit it to the General Engineer's Office for review (if necessary, it is required to supplement, modify or organize special review). After the approval of the chief engineer, notify the organizer in writing to formally implement it. If the implementation plan is not submitted on time without justifiable reasons, the project will be cancelled.
(2) Cost management in the implementation of scientific research projects: for government departments and offices without financial services, the expenses are directly examined and approved by the chief engineer of the group company, and immediately reimbursed by the financial department of the company; The person in charge of the project will report the expenditure to the chief engineer's office every quarter, and review and file it against the budget content.
In principle, the grass-roots units with finance should advance from the working capital of the unit first, and then be audited by the chief engineer's office on a quarterly basis (or according to the actual progress) according to the budget, and be reimbursed or allocated in the group finance after being approved by the chief engineer of the group company.
(3) During the implementation of scientific research projects, it is strictly forbidden for undertaking units to subcontract scientific research projects without permission. Cooperative research needs to be stated in the project declaration.
(four) after the completion of the scientific research project, the project undertaker shall summarize the project and sort out the relevant materials, and report them to the chief engineer's office for filing, including:
1, summary of the implementation of science and technology projects (including investigation, research reports, relevant contracts, etc.). );
2, science and technology project results analysis report;
3. List of final accounts of project expenses;
4. Self-evaluation opinions on project results;
5. Provide test reports, technical data, as-built drawings and other information when necessary;
6. Electronic files of the above information.
(5) According to the results of the project, the chief engineer's office will arrange the project to end in some way (termination, evaluation, acceptance and appraisal, etc.). ) after the approval of the chief engineer.
(VI) For scientific research projects with good project completion and obvious benefits, the undertaking unit will apply, and the company will reward the project undertaking unit and relevant personnel as appropriate.
(VII) For those who fail to comply with the management system of scientific research projects, make the projects seriously overdue, change the implementation plan without authorization, and spend extra-budgetary expenses, and seriously overspend without justifiable reasons, the responsibilities of the project leaders and project undertakers shall be investigated as appropriate, and the qualifications for undertaking projects in the future shall be cancelled accordingly.
(8) After the scientific research project is completed, the chief engineer's office is responsible for the comprehensive evaluation of the project completion of the project leader, and reports it to the Human Resources Department for assessment reference after being confirmed by the chief engineer.
Chapter III Technical Transformation Project Management
Article 7 Technical transformation projects refer to technical transformation or equipment transformation projects with certain technical content to solve actual production problems, optimize production processes and improve efficiency, including the promotion of "four new" projects (new materials, new equipment, new products and new technologies).
Article 8 The establishment of technical transformation projects shall be specifically reported by each unit to the Operation Department of the Group Company. However, technical transformation projects involving major production processes and major equipment should seek the opinions of the chief engineer's office before reporting. Agree to declare, should be submitted with the declaration of the chief engineer's office.
Article 9 Technical transformation projects are generally included in the company's annual investment plan, and the specific responsible unit for project implementation can be determined according to the actual situation of the project.
Article 10 The implementation and cost management of technical transformation projects are generally carried out by the responsible unit for project implementation in accordance with the relevant project management system of the Group Company.
Eleventh technical transformation project acceptance, by the responsible unit to the project department (including the general office, engineering department, equipment department, dispatching center, etc.). ). The chief engineer's office is responsible for organizing the acceptance of technical transformation projects involving the main production processes and main equipment of water supply and drainage.
Twelfth large-scale new and expansion projects of the group company, the preliminary planning, demonstration, project approval and other technical work led by the general office. In the later stage of the project, the relevant functional units are responsible for the specific implementation, and the General Office will cooperate.
Chapter IV Other Scientific and Technological Work
Article 13 The Chief Engineer's Office is responsible for the information planning, construction and management of the Group Company. For specific management measures, please refer to the information management regulations of the group company.
Article 14 The Chief Engineer's Office is responsible for the technical data file management and technical information management of the Group Company. Please refer to the archives management regulations for specific management measures.
Article 15 The Chief Engineer's Office is responsible for planning and organizing the scientific and technological development plan and foreign technical exchange of the group company, and all functional offices of the company cooperate with the implementation.
Article 16 The technical documents such as Enterprise Product Quality Standard, Production Process Flow and Internal Technical Regulations clearly defined by each production grass-roots unit shall be reported to the General Engineer's Office of the Company for the record in time, and those that need to be reported to relevant superior units shall be reported to the General Engineer's Office for examination and approval.
Chapter V Supplementary Provisions
Article 17 The office of the Group Company shall be responsible for the interpretation of this system.
Article 18 This system shall be implemented as of the date of issuance, and the original scientific and technological work management system of Shenzhen Water Supply (Group) Co., Ltd. shall be abolished at the same time.
