Twenty-eighth administrative organs shall, when implementing administrative punishment, order the parties to correct or correct the illegal acts within a time limit. If a party has illegal income, it shall be confiscated unless it should be returned according to law. Illegal income refers to the money obtained by carrying out illegal acts. Where laws, administrative regulations and departmental rules provide otherwise for the calculation of illegal income, such provisions shall prevail.
Twenty-ninth parties to the same illegal act, shall not be given more than two administrative penalties of fines. If the same illegal act violates multiple legal norms and should be fined, it shall be punished in accordance with the provisions of high fines.
Thirtieth minors under the age of fourteen who commit illegal acts shall not be given administrative punishment, and their guardians shall be ordered to discipline them; Minors who have reached the age of 14 but under the age of 18 who commit illegal acts shall be given a lighter or mitigated administrative punishment.
