Article 5

The people's governments at or above the county level shall incorporate the development of urban water supply into the national economic and social development plan.

Article 6

The state implements policies conducive to the development of urban water supply, encourages scientific and technological research on urban water supply, popularizes advanced technologies, and improves the modernization level of urban water supply.

Article 7

The State Council city construction administrative department in charge of the national urban water supply work.

The administrative department of urban construction of the people's governments of provinces and autonomous regions shall be in charge of urban water supply within their respective administrative areas.

The administrative department of urban water supply determined by the people's government of a city at or above the county level (hereinafter referred to as the administrative department of urban water supply) is in charge of urban water supply within its administrative area.

Article 9

The people's governments of cities at or above the county level shall organize the competent departments of urban planning administration, water administration, urban water supply administration and geology and mineral resources administration to formulate plans for the development and utilization of urban water supply sources and incorporate them into the overall urban planning as an integral part of the urban water supply development plan.
