Is it safe to apply for a credit card through an agency?

I need my ID card to apply for a credit card. If you are represented, your personal information may be leaked and even your card may be stolen. Moreover, the bank stipulates that credit cards must be handled by yourself and let others do it for you. If something goes wrong, the bank will still look for you. It's very unsafe. You can't do it through an agent!
