A central enterprise refers to a wholly state-owned or state-controlled enterprise that is directly managed by the central government or entrusted by the Central People's Government (the State Council) or the state-owned assets supervision and administration institution to exercise the investor's responsibilities. Central enterprises, referred to as "centrally managed enterprises", occupy a dominant position in major industries and key areas related to national security and the lifeline of the national economy, and are an important pillar of the national economy. According to the authority of state-owned assets management, state-owned enterprises are divided into central enterprises (state-owned enterprises supervised and managed by the central government) and local enterprises (state-owned enterprises supervised and managed by local governments). Starting from 1999, managers of all state-owned enterprises no longer have administrative levels. Prior to this, the bosses of central enterprises were generally ministers or deputy ministers, appointed by the State Council. "Central enterprises are also large state-owned enterprises" is not established. Large state-owned enterprises are not necessarily central enterprises. Central enterprises are the main force of state-owned enterprises in China. In China, according to the use of state-owned assets, they can be divided into operating assets and non-operating assets. Operating assets can be divided into central enterprises and local enterprises according to government management authority.
