The third is to afforest and reclaim waste hills. For spontaneous combustion waste hills, such as open-pit waste hills in the north, greening and reclamation are carried out. In recent years, Sophora japonica trees with strong adaptability to soil have been planted on barren hills, and more than 2,000 mu of barren hills have been afforested successively. Reclamation was carried out on the gangue hill with high weathering degree and thick organic matter, accounting for 1600 mu. Through greening and reclamation of waste mountains, the mine environment has been improved, agricultural land has been increased and the development of primary production has been promoted.
(2) Comprehensive utilization of mine water.
At present, the average annual water inflow of Yimei Group is 2500 cubic meters/hour. Yimei Group has invested more than 30 million yuan to build a 10 mine water treatment station, to strengthen the comprehensive development and utilization of mine water, save water, reduce production costs and meet different water demand. The treated mine water is mainly used for: ① industrial water. Yuejin mine water is used as cooling water for Yuejin comprehensive utilization power plant and auxiliary equipment of Yuejin 2× 50,000 kW slime power plant, and Caoyao mine water is used as industrial water for alumina and barium salt plants after multistage precipitation and purification. (2) Diversion of water up the mountain to develop primary production. Qian Qiu Mine transports the treated mine water to the mountains to develop primary production, and irrigates more than 2,000 mu of farmland. ③ Used as water for production and life. After treatment, 50% of mine water flows back to the underground for reuse (mainly used for fully mechanized mining, fully mechanized excavation, dust prevention, fire prevention, etc.). In addition, some of them are purified by biological and chemical treatment and used as domestic water. The comprehensive development and utilization of mine water reduces the exploitation of groundwater resources and objectively plays a role in protecting groundwater resources. It is estimated that the utilization rate of mine water in Yimei Group is above 70%, and mine water130,000 cubic meters is used every year. Compared with drilling wells, the annual expenditure can be reduced by about 20 million yuan, and the economic and social benefits of enterprises are very significant.
(3) Comprehensive utilization of coalbed methane.
For a long time, the gas produced by coal mining in Yimei Group was directly discharged into the atmosphere and was not regarded as a pollutant. In recent two years, Yimei Group began to pay attention to the environmental pollution caused by gas and began to carry out comprehensive treatment. From June 5, 2006 to 10, the gas power generation projects in Gengcun Mine and Qian Qiu Mine of Yimei Group were completed and put into operation, with a total installed capacity of 4,000 kilowatts. In the next step, Yimei Group will extract and utilize the gas according to the actual situation of each mine, and strive to achieve a comprehensive gas utilization rate of 70% in 20 10, thus greatly reducing the environmental pollution.
(4) Comprehensive development and utilization of bauxite in coal measures strata.
The coal measures in Shaanxi-Gansu coalfield of Yimei Formation are generally accompanied by bauxite beds with good occurrence and high quality. In order to fully, reasonably and effectively develop and utilize the associated resources of coal, in recent years, Yimei Group has adopted the combined mining technology of coal, aluminum and exploration, made beneficial attempts and achieved good results. Scientific site selection in resource-intensive areas, refractory factory, brown corundum factory, alumina factory, building materials factory and other resource-based enterprises have been built. Insist on optimizing design, joint layout, rational mining, sub-packaging and transportation, and comprehensive utilization, so that the associated bauxite can be effectively developed and utilized, which not only reduces the cost increase and resource waste caused by repeated exploration and mining, but also gives full play to the role of existing projects, facilities and equipment in the mine and prolongs the service life of the mine. At the same time, it also relieves the employment pressure brought by the scrapping of coal resources in mines.
3. Accelerate the pace of industrial agglomeration and scale upgrading, and build a circular economy industrial park.
(1) Relying on the advantages of resources, Zhang Cun Coal (Electricity) Aluminization Circular Economy Industrial Park will be built. In order to give full play to the rich advantages of coal, electricity, gas, bauxite and other resources in Yima area and solve many problems such as environmental damage, single industrial structure and low risk resistance, Yimei Group scientifically laid out the project layout, and planned and built a barium salt factory, a refractory factory, a brown corundum factory, a plastic woven bag factory and an alumina factory in Zhang Cun Town, Mianchi County, forming an industrial park for recycling products, by-products and wastes. Yimei Group introduced system theory to guide the construction of the park, and constantly supplemented and improved the three system functions of input system, self-circulation system and output system, and a modern, high-standard and exemplary circular economy industrial park was initially established. First of all, starting from the investment system of the park, coal and aluminum exploration and joint mining are implemented to reduce the mining cost and improve the resource utilization rate. After coal, bauxite, barite, mine water, electricity, gas and other resources entered the industrial park, Yimei Group established an internal market operation mechanism through unified management of enterprises in the park, and strengthened nearby procurement and market price procurement, initially forming an industrial chain in which products and by-products circulated among enterprises in the park: quicklime, a by-product of barium salt plant, was directly supplied to alumina plant separated by a wall, and alumina, a product of alumina plant, was directly supplied to enterprises in the park. Secondly, the heat sources of enterprises in the park have been well utilized. The waste heat of coal gangue brick factory is used for workers' bathing and factory heating in winter, and the heat source is fully utilized. Thirdly, the raw coal produced in coal mines is washed, coal gangue and middle coal are used as fuels for power generation in power plants and brick making in brick factories, and fly ash from power plants is used to produce baking-free bricks. The industrial chain of coal, electricity, steam and construction circular economy has been initially formed in the park, and resources have been fully utilized, achieving energy conservation and emission reduction and promoting the economic development of the mining area.
4. Actively promote the governance of subsidence areas and the transformation of shanty towns, and coordinate urban and rural development.
Yima mining area has been mined for half a century, and some mines have been mined for more than a hundred years. The geological environment problems in coal mines are fully exposed, and the task of governance is arduous, urgent and difficult. In recent years, in order to solve the problem of "four mines", the state has successively issued a series of preferential policies to support the transformation of old mining areas. (3) Relying on the rich advantages of bauxite, coal and other resources, the aluminum deep processing base will be built. With the support of Sanmenxia Municipal Government, large enterprises such as Yimei Group and Guangxin Foreign Trade Group will speed up the construction of 6.5438+00000 tons/year aluminum deep processing industrial base in Sanmenxia City. On the basis of doing a good job in the production and operation of the existing new dry cement production line with an annual output of 6.5438+0.8 million tons, we will speed up the construction of the second line and build a supporting waste heat power generation project, so that the annual output of cement will reach more than 4 million tons, the output value will be 654.38 billion yuan, and the profit will be more than 200 million yuan, and the largest cement production base in western Henan will be built. At the same time, relying on the rich resources of coal gangue and fly ash in the mining area, on the basis of the existing Qian Qiu coal gangue brick factory and Yuejin baking-free brick factory, we plan to build 4-5 production lines of coal gangue bricks and baking-free bricks, and strive to make the output of coal gangue bricks and baking-free bricks reach 450 million pieces in five years, with annual sales income reaching 65.438+0.5 billion yuan and profit of 30 million yuan.
(5) Improve the utilization rate of coal associated resources such as coal gangue, mine water and coalbed methane, and promote the development of electric power, building materials and other industries. By 20 10, the utilization rate of coal gangue, mine water, coalbed methane and other resources should reach above 80%.
(6) Promote the development of construction and machinery manufacturing industry around supporting services in mining areas. Four, some suggestions on the development of circular economy
(1) It is suggested that governments at all levels should establish a guarantee mechanism conducive to the development of circular economy in terms of taxation, finance and industrial policies, encourage and support resource-based enterprises to develop circular economy in mining industry, and realize the harmony and unity of economic development and social development.
(2) The allocation of coal and associated resources is inclined to large enterprise groups to improve the utilization rate of resources. Implement strategic resource management and protective development of coal and associated resources, and safeguard the legitimate rights and interests of coal resource users according to law. We will increase the punishment for enterprises that waste resources, and even formulate exit mechanisms and policies for enterprises whose recovery rate cannot meet the specified requirements. It is forbidden to divide the state-planned mines, the reserve resources mining areas of state-owned key coal mines and the scarce coal with protective mining into parts, and artificially divide them into small ore fields for bidding and auction. Otherwise, the discharge, pollution and land occupation of solid waste will increase, and the purpose of energy conservation and emission reduction will not be achieved, and the "three 70%" of energy conservation and emission reduction proposed in the Eleventh Five-Year Plan for National Energy Development and the Eleventh Five-Year Plan for Coal Industry Development will not be realized.
(4) Accelerate the progress of coal science and technology, and actively advocate the technological innovation of green mining and utilization. The efficient development and utilization of coal resources can not be separated from advanced science and technology and government financial support. For mines that carry out environmental protection technology research, the government can consider giving certain tax incentives and cost support, improving the practical benefits brought by resource protection and technological transformation to enterprises, encouraging enterprises to increase investment in technological innovation, and creating high-yield, high-efficiency, low-consumption, energy-saving and environmental-friendly mines.
