It was not until1May, 897 that the governor of Shanxi made a request to the court to borrow money from the Sino-Russian Daosheng Bank to build a road, and the project was formally established after the project was approved. 1898 On May 2/KLOC-0, the governor of Shanxi Province sent Cao Zhongyu, Shanxi Provincial Bureau of Commerce, to sign a contract with Pukedi, the agent of Sino-Russian Daosheng Bank, in the Foreign Affairs Office of the Prime Minister in Beijing. In order to reduce the cost, the contract agreed to move the starting point of the eastern end of Zheng Tai Railway from Zhengding South to Liulinpu (now Liulinpu, Qiaodong District, Shijiazhuang City), so Shanxi people also called it Tailiu Railway in history.

However, it was proved afterwards that it was because of the construction of Zheng Tai Railway that Shijiazhuang changed from a village to a leading metropolis in North China Plain. At that time, Huolu Town, one of the four major towns in Hebei Province, was caught up and surpassed by Shijiazhuang for fear of destroying Feng Shui. Otherwise, Shijiazhuang is only a deer-catching suburb at most.
