Photovoltaic power supply range of incremental distribution network

By the end of 20 17, China has started two rounds of incremental distribution network pilot projects; In the first quarter of 20 18, new policies were released one after another, which directly hit the controversial issues in the early stage and is expected to accelerate the pilot.

1, two rounds of "incremental" pilots have been launched, and all parties have actively participated.

The "No.9 Document" issued by the Central the State Council on March 15, 2065 opened the curtain of a new round of power system reform. 2016101The National Development and Reform Commission and the National Energy Administration further issued the Management Measures for Orderly Opening Distribution Network Business, which mentioned: encourage social capital to invest in the construction and operation of incremental distribution networks, promote the construction and development of distribution networks through competition and innovation, and improve the operation efficiency of distribution networks while optimizing services. Later, various ministries and commissions issued several documents to promote the development of incremental distribution networks, as shown in Table 1.

201165438 2006+1On October 27th, the National Development and Reform Commission and the National Energy Administration jointly issued the Notice on Standardizing the Pilot Work of Incremental Distribution Business Reform, and subsequently published the List of Pilot Work of Incremental Distribution Business Reform (First Batch) * *1. 2017165438+1October 2 1 Two ministries and commissions issued the "Pilot List of Incremental Distribution Business Reform (Second Batch)" ***89 incremental distribution network pilot projects. The distribution of the first two batches of pilot projects in various provinces in China is shown in Figure 6 1 and Figure 62, which has achieved the coverage of the pilot projects in most parts of the country except Tibet.

20 1 7165438+10.30, the two ministries and commissions issued the Notice on Accelerating the Pilot Reform of Incremental Distribution Services, and launched the third batch of pilot reform of incremental distribution network services, requiring the pilot services to achieve full coverage of cities above the prefecture level, and all prefecture-level cities must submit it before 65438+February 29/kloc-. We expect that the relevant pilot list will be announced in the first half of 20 18.

Here are some enterprises participating in the pilot of incremental distribution network.

GCL Smart Energy: At present, it is in the state of applying for listing, and it is one of the large enterprises engaged in the environmental protection thermal power industry in China. 5 1.4 1% The company's operating income in 20 16 years comes from various power generation businesses (including gas turbine power generation, coal-fired power generation, biomass power generation, garbage power generation, wind power generation, etc.). ) and electricity sales. At present, the company has set up sales companies in more than 20 provinces and cities (autonomous regions) and obtained the 15 sales license. According to Sohu New Energy, its electricity sales will reach 8 billion kWh in 20 17 years.

According to the owner's information publicity of the first batch of incremental distribution network projects, by the end of 20 17, GCL Smart Energy won the bid to participate in three of them: the pilot of incremental distribution business in Zhenjiang Yangzhong High-tech Industrial Development Zone, the pilot of incremental distribution business in Jinzhai Modern Industrial Park and the pilot of incremental distribution business in Puyang County Industrial Cluster; The total incremental distribution network construction capacity of the above three projects is 350MVA, and the estimated annual electricity consumption is 1 1 100 million kwh.

Xinao Energy: The company mainly engages in clean energy distribution business, including urban pipeline natural gas, liquefied petroleum gas (LPG), vehicle gas (CNG and LPG), dimethyl ether and other clean energy distribution businesses, and also provides other value-added services based on energy distribution. Hunan Xinao Energy Development Co., Ltd., a wholly-owned subsidiary of Hunan Xinao Energy Development Co., Ltd., actively participated in the pilot reform of local incremental distribution network business: in the first batch of 106 projects, Hunan was approved for six projects, and Hunan Xinao Energy participated in the bid for three of them. Its projects are: pilot of incremental power distribution business in Baishazhou Industrial Park in Hengyang, pilot of incremental power distribution business in Yiyang High-tech Industrial Development Zone and pilot of incremental power distribution business in Xiangtan Economic Development Zone. In addition, Xinao (Guangxi) Energy Sales Co., Ltd., a subsidiary of the company, also won the bid for the project owner of "pilot incremental power distribution business in Hechi Daren Industrial Park". It can be said that Xinao Energy is the most social capital enterprise participating in the pilot project of incremental distribution network reform.
