On the other hand, we should speed up the establishment of a modern enterprise system and management mechanism with China characteristics, and strive to achieve new breakthroughs in reform. On the basis of further improving the corporate governance structure of 18 Railway Bureau Group, consolidate the achievements of the institutional reform of the head office and complete the corporate reform of the head office as soon as possible; In accordance with the direction of improving the core competitiveness of railways, making them stronger and better, and expanding the state-owned capital, we will actively promote the reform of mixed ownership in the railway sector, the capitalization of railway assets and the securitization of equity, accelerate the restructuring of non-transport enterprises, actively explore ways of mixed reform of railway companies, legalization and marketization of debt-to-equity swaps, and explore ways to promote the issuance of asset-backed securities by railway enterprises; Study on resource integration, asset reorganization, share reform and listing schemes focusing on road network operators, professional transportation enterprises and non-transportation enterprises, and launch a number of projects that are attractive to social capital; We will continue to deepen the structural reform of the supply side of railway transportation, accelerate the development of railway network integration, deepen the reform of "three systems", strengthen comprehensive budget management, enhance the development vitality of railway enterprises, promote the continuous improvement of railway quality and efficiency in China, and achieve high-quality development.
