Economic Daily-China Economic Net, Beijing, February 20th-The website of the Ministry of Finance published the catalogue of central financial enterprises (hereinafter referred to as the Catalogue) and issued the Interim Provisions on the Administration of the Catalogue of Central Financial Enterprises (hereinafter referred to as the Regulations).
The list includes 26 financial enterprises, including 3 policy banks such as China Agricultural Development Bank and 5 commercial banks such as China Industrial and Commercial Bank. According to the regulations, the central financial enterprise refers to a wholly state-owned, state-controlled and actually controlled financial enterprise in which the State Council and its authorized institutions perform the duties of state-owned financial capital contributors on behalf of the state, and the list of central financial enterprises is managed by the Ministry of Finance. According to the regulations, the Ministry of Finance will timely adjust the withdrawal of enterprises that are not suitable for inclusion due to changes in property rights and adjustments in business scope.

Interim Provisions on Catalogue Management of Central Financial Enterprises
Article 1 In order to standardize the management of the directory of central financial enterprises, these Provisions are formulated in accordance with the Guiding Opinions of the Central Committee of the State Council on Improving the Management of State-owned Financial Capital and the Notice of the General Office of the State Council on Printing and Distributing the Interim Provisions on the Responsibilities of Investors of State-owned Financial Capital.
Article 2 The term "central financial enterprise" as mentioned in these Provisions refers to a wholly state-owned, state-controlled and actually controlled financial enterprise in which the State Council and its authorized institutions perform the duties of investors of state-owned financial capital on behalf of the state.
Article 3 The Ministry of Finance shall manage the catalogue of central financial enterprises in accordance with the principles of objectivity, fairness, openness, transparency and dynamic adjustment.
Article 4 Financial enterprises listed in the list of central financial enterprises shall meet the following conditions:
(1) Financial enterprises with central management leaders (hereinafter referred to as centrally managed financial enterprises).
(two) the implementation of state-owned financial capital management system, by the Ministry of Finance on behalf of the State Council to perform the duties of state-owned financial capital investors, into the state-owned enterprise operating budget management, responsible for organizing the implementation of annual performance evaluation and other work.
Article 5. Financial enterprises managed by the central government are naturally included in the list of central financial enterprises. Financial enterprises that meet the requirements of the second paragraph of Article 4 may apply to the Ministry of Finance for listing according to the actual situation, and provide relevant documents and materials. The Ministry of Finance will examine and determine the enterprise's substantive property rights relationship, control relationship, management relationship, implementation degree of relevant systems of central financial enterprises, industry representativeness, asset scale and other factors.
Article 6 If the property right relationship of a financial enterprise changes due to reorganization, property right transfer, merger, division and liquidation, it shall provide relevant materials to the Ministry of Finance within 15 working days, and the Ministry of Finance will adjust the list according to the substantive management relationship before and after the change.
Article 7 For enterprises that are not suitable for inclusion due to changes in property rights and adjustments in business scope, the Ministry of Finance shall timely adjust and withdraw according to procedures.
Article 8 The list of enterprises included in and withdrawn from the list of central financial enterprises shall be published on the official website of the Ministry of Finance.
Article 9 These Provisions shall come into force as of the date of promulgation.
