In order to fully implement the national real estate market regulation policy, conscientiously implement the opinions of the municipal government on promoting supply-side structural reform to promote the healthy development of the real estate market in our city (Cheng Fu Fa [2065 438+06] 17), and maintain the stable and healthy development of the real estate market in our city, we hereby propose the following measures.

First, strict planning and use management

It is strictly forbidden to adjust the nature of the project land without authorization. If the nature of the land is adjusted without authorization, the construction project planning permit or planning verification shall not be handled. Strictly manage the plot ratio of real estate development projects, and require rectification within a time limit for construction projects that are not implemented according to the planning permission; Can not be corrected, the confiscation of all income beyond the production area, and the development of enterprises and other related responsible units into the integrity management.

Second, accurately regulate land supply.

In areas where commercial housing sales are tight, the scale of land supply should be increased in a timely manner, the pace of land supply should be moderately accelerated, land prices should be effectively controlled, and the demand for residential land at the level of economic and social development should be ensured.

Third, speed up project construction.

Seriously investigate and deal with the behavior of not starting and completing development projects within the prescribed time limit. After the development enterprise obtains the leased land, it shall start construction within the time limit stipulated in the contract. If the construction is not started and completed on schedule, which constitutes idle land, it shall be disposed of according to law by collecting idle land fees and recovering land use rights in accordance with relevant regulations, and the enterprise credit shall be deducted according to bad credit records. Where there is a major bad credit record, participation in land bidding in this city will be restricted within 3 years.

Fourth, the implementation of housing area purchase restrictions.

Six, standardize the behavior of commercial housing sales

Development enterprises should disclose all saleable houses to the public at one time within 10 days after obtaining the pre-sale permit of commercial houses and filing the current sale, and set up a publicity system of commercial housing sales information in a prominent position at the sales site according to regulations to timely reflect the sales situation of houses and implement one room and one price for external sales.

Real estate development enterprises and intermediaries shall not engage in property hoarding, hoarding houses, speculating house numbers, malicious speculation, driving up house prices, providing down payment for individuals in violation of regulations, publishing false transaction information and other acts that disrupt the order of the commercial housing market. Otherwise, close the online signing of commercial housing sales contracts, suspend the acceptance of pre-sale permits for follow-up projects of development enterprises, cancel the online signing of intermediary agencies' stock houses, reduce the credit scores of development enterprises and intermediaries and publicly expose them. Those suspected of violating the law shall be handled by public security organs according to law.

Seven, rectify market violations.

Intensify investigation and punishment, severely punish illegal real estate advertisements, illegal contracts and acts of unfair competition, and focus on investigating and dealing with real estate advertisements containing promised return on investment, false promises of household registration and employment for further studies, fraudulent contract acts such as defrauding deposits, malicious speculation, price gouging and other acts of unfair competition. Suspected of violating the law, the public security and industrial and commercial authorities shall handle it according to law.

Eight, strengthen the supervision of sales price

Strictly investigate and deal with illegal acts such as clearly marking the price, violating the provisions of one room and one price, the actual sales price being higher than the declared price, and driving up the house price, focusing on the items with abnormal prices and concentrated consumer complaints. If the circumstances are serious, the development enterprise shall be downgraded according to law until its qualification is cancelled; It is forbidden for development enterprises and their affiliated enterprises to enter the land market of our city within 3 years to participate in land bidding, auction and listing transfer activities to purchase land.

Nine. Prevention and control of market financial risks

Strengthen the supervision of commercial housing pre-sale funds to ensure that they are earmarked for engineering construction. It is strictly forbidden for Internet finance companies, microfinance companies and other institutions to engage in down payment loans, crowdfunding house purchases, bridge loans and other financial leverage fund-raising businesses, and conduct a comprehensive inventory and strict supervision of such institutions. Severely punish suspected illegal fund-raising in real estate transactions.

Ten, strengthen housing security.

We will improve the trinity housing security system of "rent, sale and compensation", effectively solve the housing difficulties of low-and middle-income families, and ensure that eligible families with housing difficulties should be guaranteed.

Xi. Combating rumors.

Severely crack down on making false information and spreading rumors. Suspected of breaking the law, the public security organs shall handle it according to law, and individual media and individuals who fabricate information, make false reports and create rumors shall be investigated for responsibility according to law.
