Measures of Ningbo Municipality on Safety Management of Building Curtain Wall

Chapter I General Provisions Article 1 In order to standardize the construction, use, maintenance and management of curtain walls of urban buildings and ensure the safety of public buildings, these Measures are formulated in accordance with the Building Law of People's Republic of China (PRC), the Regulations on Quality Management of Construction Projects, the Regulations on Safety Management of Urban Buildings in Ningbo and other relevant laws and regulations. Article 2 These Measures shall apply to the construction quality, use safety and supervision and management activities of the building curtain wall (hereinafter referred to as the building curtain wall) for legally building houses on state-owned land within the administrative area of this Municipality. Article 3 The term "building curtain wall" as mentioned in these Measures refers to the building envelope structure or decorative structure which is composed of panels and supporting structures, has certain displacement capacity or deformation capacity relative to the main structure, and does not assume the role of the main structure. Article 4 The safety management of building curtain walls shall follow the principles of giving priority to prevention, combining prevention with control, territorial management, standardized construction, responsibility implementation and safety benefiting the people. Article 5 The municipal, district and county (city) people's governments shall strengthen the organization and leadership of the safety management of building curtain walls within their respective administrative areas, establish and improve the safety management mechanism of building curtain walls, and coordinate and handle major issues in the supervision and management of the construction quality and use safety of building curtain walls.

Town (township) people's government, street offices to assist in the supervision and management of building curtain wall safety. Article 6 The municipal administrative department of housing and urban and rural construction shall be responsible for the supervision and management of the quality and use safety of building curtain wall projects within their respective administrative areas.

County (city) housing and urban and rural construction administrative departments responsible for the daily supervision and management of the construction quality and safety of building curtain walls within their respective administrative areas.

Development and reform, urban and rural planning, land and resources, market supervision, production safety supervision, quality and technical supervision and other relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in the management of the construction quality and use safety of building curtain walls. Seventh building decoration industry associations and other related industry associations should strengthen industry self-discipline.

Encourage building decoration industry associations and other related industry associations to participate in the formulation of local industry technical specifications and industry credit evaluation, and provide technical training, consulting and demonstration services for the safety management of building curtain walls. Eighth to encourage the construction unit, the construction unit, the person in charge of housing use safety and other relevant organizations to establish the construction quality, use and maintenance and safety risk management mechanism of building curtain wall by purchasing services from commercial insurance institutions and other forms.

The administrative department of housing and urban and rural construction shall use insurance mechanism and other means to innovate the safety management of building curtain wall, and implement the construction quality, use, maintenance and safety management system of building curtain wall. Chapter II Construction Quality of Building Curtain Wall Article 9 The building curtain wall newly built, modified (expanded) by the construction unit shall meet the safety technical requirements of building curtain wall stipulated by the state and the province.

Urban and rural planning, housing and urban and rural construction and other relevant administrative departments shall, in the supervision and management work, urge the construction unit to implement the national and provincial safety technical specifications and related requirements for building curtain walls. Tenth construction units shall entrust design units with corresponding qualifications to carry out special design of building curtain wall projects.

If the design of the building curtain wall project and the design of the main building project do not belong to the same design unit, the construction unit shall submit the design documents of the building curtain wall project to the design unit of the main building project to confirm the connection. Eleventh building curtain wall engineering design units shall undertake the building curtain wall engineering design business within the scope of their qualifications.

It is forbidden for a building curtain wall engineering design unit to go beyond the scope permitted by its qualification grade or undertake the design business of building curtain wall engineering in the name of other building engineering design units; It is forbidden for design units to allow other units or individuals to undertake the design business of building curtain wall projects in the name of their own units. Article 12 In the construction project of building curtain wall to be adopted, the design unit shall, according to the building height, surrounding environment and other factors, reasonably design buffer areas such as green belts and podium buildings, and protective facilities such as overhangs, awnings and ceilings, so as to prevent glass, stone or other materials from falling from the building curtain wall and causing accidents. Thirteenth construction units shall, in accordance with the relevant provisions of the state and the province, organize the implementation of the structural safety demonstration of the special design scheme of the building curtain wall, and implement the structural safety demonstration opinions in the construction drawing design documents of the building curtain wall. Fourteenth construction drawing design review institutions shall, in accordance with the relevant provisions of the state, review whether the construction drawing design documents of building curtain wall projects meet the requirements of building curtain wall structure safety and energy saving, and issue review opinions.

The design and construction drawings of the building curtain wall project shall not be used without examination. Fifteenth building curtain wall engineering construction units shall undertake the construction business of building curtain wall engineering within the scope of their qualifications, and be responsible for the construction quality of building curtain wall engineering.

It is forbidden for the construction unit of building curtain wall project to go beyond the business scope permitted by the qualification grade of the unit or undertake the construction business of building curtain wall in the name of other construction units; It is forbidden for the construction unit to allow other units or individuals to undertake the construction business of building curtain walls in the name of the unit. Article 16 The construction unit of the building curtain wall project shall carry out the construction in accordance with the design drawings, technical standards and specifications of the building curtain wall project, and shall not use building materials and components that have not been inspected or failed to pass the inspection, and shall not cut corners.
