1. Enterprises or institutions registered in People's Republic of China (PRC) and China;
2 to undertake or intend to undertake projects or products related to scientific research and production of weapons and equipment;
3. Foreign businessmen (including Hong Kong, Macao and Taiwan) are not allowed to invest and employ foreigners, unless otherwise stipulated by the state;
4. Personnel who undertake the task of scientific research and production of classified weapons and equipment shall have People's Republic of China (PRC) nationality, live in People's Republic of China (PRC) and have no marriage relationship with overseas personnel (including those from Hong Kong, Macao and Taiwan);
5. Having a fixed place for scientific research, production and office, which meets the relevant national safety requirements;
6. No leakage occurred within one year;
7. No illegal acquisition or possession of state secrets or other serious illegal acts.
