2. Submit materials to confirm address information, senior management information and business scope;
3. Obtain a license, bring the Notice of Approval of Establishment Registration and the original ID card of the agent, and obtain the original and duplicate business license from the Industrial and Commercial Bureau.
Legal basis: Article 7 of the Measures for the Supervision of Coal Operation.
The establishment of a coal trading enterprise shall meet the following conditions:
(1) Having registered capital suitable for its business scale;
(2) Having a fixed business place;
(3) Having facilities and coal storage sites suitable for the business scale;
(4) Having coal metering and quality inspection equipment that meets the standards;
(five) in line with the national requirements for the rational distribution and environmental protection of coal trading enterprises;
(6) Other conditions stipulated by laws and administrative regulations.
Article 8 To obtain the business qualification of a coal trading enterprise approved by the National Development and Reform Commission, the following conditions shall be met in addition to the provisions of Article 7 of these Measures:
(1) Its registered capital is more than RMB 50 million;
(two) more than twenty thousand square meters of coal storage sites with independent property rights;
(3) Having independent coal metering and quality inspection facilities that meet the standards;
(four) there are independent and qualified coal measurement and quality inspection personnel.
Article 9 To establish a coal trading enterprise, an application shall be submitted to the coal business qualification examination department, and the following materials shall be submitted:
(a) the feasibility analysis report of the coal business project;
(2) Application report and application form for coal business qualification;
(3) The registered capital certificate and credit certificate issued by the statutory capital verification institution;
(four) the identity certificate of the legal representative and the person in charge of the enterprise;
(5) the certificate of the fixed business place;
(six) the certificate of the enterprise's own coal storage site (certificate of use) or the contract certificate of leasing or joint venture site (including site area, coal storage capacity and site facilities);
(seven) environmental protection certificate issued by the administrative department of environmental protection of coal storage site;
(eight) the certificate issued by the quality inspection department on the metering facilities and coal quality monitoring facilities;
(nine) certificates issued by the relevant departments of the state for measurement and quality inspection personnel.
Tenth coal mining enterprises that have obtained the coal production license to sell the coal products produced and processed by their own enterprises shall not implement the qualification examination of coal business.
A coal mining enterprise that has obtained a coal production license shall apply to the coal business qualification examination department for obtaining a coal business qualification if it deals in coal products that are not produced or processed by the enterprise.
