"Motion" is an official document style "applicable to matters submitted by people's governments at all levels to the people's congresses at the corresponding levels or their standing committees for deliberation according to legal procedures".
According to the Constitution, the organs in which the people of China exercise state power are the National People's Congress and local people's congresses at various levels, and their permanent organs are the corresponding standing committees; Administrative organs at all levels-people's governments are executive organs, and some matters need to be submitted to the people's congress or its standing Committee for deliberation and approval before they can be implemented. Although they belong to the same level, the administrative organs at all levels are produced by the people's congresses and are responsible and supervised by them. Therefore, the "motion" can also be said to be a "report" official document, which is a report on matters submitted by the government to the people's congress for discussion and adoption; Because it is at the same level, it uses stationery, and the format and language are different from the "request for instructions" and "report" submitted by this system to the superior for approval. It is also different from matters submitted by individuals or joint representatives to the meeting for discussion. It should be called "proposal", which was clearly stipulated by the 1983 National People's Congress. As for participating in and discussing state affairs, the only meetings or group meetings that can't be approved by non-power organs are proposals. Sometimes people habitually refer to both as "bills", but they should not be confused in official documents or meetings.
In addition, it needs to be clear that the "proposal" is only a document to consider a certain matter, not necessarily the matter itself; The contents of matters are mostly elaborated by matters under consideration, such as laws, regulations and treaties. These are the main items to consider.
(2) Mode and writing method
"Proposal" generally consists of three parts: the title, the text and the signature of the official document, and the signature is also divided into two paragraphs.
1. Title. The title consists of three parts: issuing authority, cause (for trial) and terms. For example, the State Council's Proposal on Submitting for Review (Draft Labor Law of People's Republic of China (PRC)) was issued by the State Council, and the "cause" was the Proposal on Submitting for Review of People's Republic of China (PRC)'s Labor Law (Draft).
2. Text. From the content point of view, it consists of three parts: the content submitted for deliberation, the explanation (reason, purpose, significance, formation process, etc. ) and requirements. From a formal point of view, in addition to ending with "requirements", you can start with the proposal submitted for consideration and then explain it; You can also explain the origin, purpose, significance or formation process of the bill at the beginning, then put forward the matters for deliberation, and then end it. Structurally, it can be written in sections or separately.
3. signature. The accepting organ specified in the preceding paragraph, that is, a people's congress at a certain level or its standing committee, must designate a certain meeting or duration. The following paragraph shall be signed by the issuing authority and the chief executive, and the date of submission for deliberation shall be written separately.
(3) Writing precautions
1. Writing a "proposal" must be examined and approved by the authority. Don't write anything within your own authority.
2. The project to be proposed should be a standardized scheme, usually written laws, regulations and treaties. It can't be just general opinions, suggestions or feasible arguments. We can't expect the authorities to seize the knife and write about it. The administration only discusses examination, approval or disapproval, or puts forward opinions.

4. The content of the proposal submitted for consideration should be practical, with specific measures and clear objectives.
