Eighth people's governments at all levels and relevant competent departments should strengthen the publicity work of rural drinking water safety, and raise the awareness of rural residents on drinking water safety, water conservation and protection of water supply facilities. Chapter II Planning and Construction Article 9 The water administrative department of the people's government at or above the county level shall, jointly with the relevant departments of development and reform, education, natural resources, ecological environment, housing and urban and rural construction, agriculture and rural areas, sanitation and health, rural revitalization and so on, formulate a rural water supply plan, which shall be implemented after being approved by the people's government at the same level. The property owner of a large-scale water supply project shall set up a special management organization or entrust a professional water supply management enterprise to be responsible for the operation and management of the water supply project.
Property owners of small centralized water supply projects can determine that professional water supply management enterprises or grass-roots water conservancy management units, village (neighborhood) committees and farmers' water cooperation organizations are responsible for the operation and management of water supply projects.
