The Development Course of Kunshan Economic and Technological Development Zone

After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, with the pace of reform and opening up, Kunshan has set off a vigorous construction boom. In order to speed up the economic development, in 1985, the then county party committee and government made overall plans and established the first new industrial district at their own expense on the east side of the county seat, which is the embryonic form of Kunshan Economic and Technological Development Zone today. In the past ten years, the development zone has gone through three development stages, from 1985 to 199 1, from 1992 to 1994, and from 1995 to 2006, and constantly explores and innovates.

At the beginning of the venture, under the condition of limited funds and lack of experience at that time, the county party Committee and the government formulated the policy of "rich planning, poor development, three firsts and three afters" and the strategy of relying on the old city to develop the new city. They actively studied and boldly tried to lead the broad masses of cadres and people to carry forward the fine tradition of self-reliance and hard struggle, and opened up a development zone of 3.75 square kilometers in Kunshan, which soon reached traffic, electricity and communication.

Kunshan Economic and Technological Development Zone, by June 1986 10, the development area reached 6. 18 square kilometers, and in June 1988, the new industrial zone was officially renamed as Kunshan Economic and Technological Development Zone. 1September, 1989, coincides with Kunshan's withdrawal from the county to set up a city, and the development zone faces new opportunities and challenges. 1in April, 1992, jiangsu provincial party committee issued a document granting Kunshan Economic and Technological Development Zone greater autonomy, and the development zone area expanded rapidly to 20 square kilometers. 1In August, 1992, the development zone was successfully approved by the State Council and became a national development zone. In order to meet the higher requirements of renewal, the municipal party committee and the municipal government decided to intensify the infrastructure construction of the development zone, improve the supporting functions and build a new urban area. By the end of 2006, Development Zone * * has invested 654.38+0.4 billion yuan in infrastructure construction such as transportation, energy and telecommunications. The first phase of development is 6. 18 square kilometers, and the access, electricity supply, communication, water supply, drainage, gas, steam and land leveling have been fully realized. The expansion area of 14 square kilometers has basically extended eastward. The main road skeleton has been formed in the extension area of 8 square kilometers south of the railway. High-tech export processing zones and overseas students' pioneer parks have begun to take shape, forming a development zone pattern with strict planning, reasonable layout and complete functions. In addition, in order to strengthen the function of internal radiation and coordinated development, since 1992, the development zone has established more than ten industrial supporting zones in surrounding towns and villages, forming a huge industrial zone system, which has laid a solid foundation for the all-round and rapid development of Kunshan's economy.

The key step to do a good job in software and hardware construction is to attract investment. In the early 1980s, the Party committee and government put forward the idea of relying on Shanghai in the east and the "third line" in the west, connecting towns and villages, facing the whole country and going global, and developing horizontal economic union, and took the initiative to find partners in Shanghai, establishing the first Kunshan branch of Shanghai TV Machine Factory, which quickly attracted businessmen from Sichuan, Shaanxi, Jiangxi and other provinces. Then, they turned their attention to the international capital market. 1988, Japan Suwangni Co., Ltd. invested to establish the first foreign-funded company in the province. 1June 1990, Shunchang Textile Co., Ltd., the first Taiwan-funded enterprise in Kunshan, was officially put into production. Soon, Taiwan-funded enterprises such as Shunlong, Shunfeng, Jin Shun and Shunfa were born one after another, and Taiwanese businessmen poured in. European and American enterprises also entered the vast world of Kunshan Economic and Technological Development Zone in the late 1980s and early 1990s. In particular, the arrival of 1992 Hushi Electronics Co., Ltd. has opened a new stage of cooperation between Kunshan and large international multinational companies.

Excellent work has been richly rewarded. With a planned total area of 1 15 square kilometers, more than 1000 enterprises from 4 countries and regions such as Europe, America, Japan, South Korea, Hong Kong, Macao and Taiwan have settled in, initially forming three leading industries: electronic information, precision machinery and people's livelihood products. In 2002, it passed the ISO 1400 1 environmental system certification, and the comprehensive investment environment ranks among the best in national development zones, becoming a hot spot for Chinese and foreign businessmen to invest.
