Forty-sixth according to the principle of separation of penalty and payment, law enforcement units will issue a penalty notice, but will not directly accept the penalty. Instead, the penalty party shall pay the penalty at the designated bank within 15 days from the date of receiving the administrative penalty decision. The bank should accept the fine and turn it over directly to the state treasury.
Article 47 Whoever collects a fine on the spot shall make a decision on administrative punishment on the spot in accordance with the provisions of Article 33 of this Law. Under any of the following circumstances, law enforcement officers may collect fines on the spot: (1) Imposing a fine of not more than 20 yuan according to law; (two) it is difficult to implement after it is not collected on the spot.
