Your letter from China Railway Corporation and Jiangxi Provincial People's Government on submitting the feasibility study report of the newly-built Nanchang-Ganzhou Passenger Dedicated Line (No.714, Han Tong [20]) has been received. After study, the reply is as follows:

1. The newly-built Nanchang-Ganzhou Railway Passenger Dedicated Line is conducive to improving the regional road network layout, improving the railway transportation capacity and service quality, and promoting the urbanization process and economic and social development along the line. We agree to submit the main construction plan of the project.

Second, the main construction content and technical standards

(1) Main construction contents. The line starts from Nanchang and passes through Ji 'an to Ganzhou, with a total length of 4 19.6km, in which the existing Beijing-Kowloon Railway is used between Nanchang Station and Henggang Station, and the length of new lines in other sections is 40 1.7km. Nanchang, Henggang, Fengcheng East, Zhangshu East, Xingandong, Xiajiang, Jishui West, Ji 'an West, Taihe, Wan 'an, Xingguo West, Ganxian North, Ganzhou Xigong 13 Station.

(2) Main technical standards. Railway grade: dedicated passenger line. Number of main lines: double lines. Design speed of passenger train: 250km/h, and infrastructure for further speed increase is reserved. Minimum curve radius: 4000m for difficult sections, and the sections with good terrain can be relaxed. Restricted slope: 20‰. Traction type: electric power. Effective length of arrival and departure line: 650 meters. Train operation mode: automatic control. Traffic command mode: centralized dispatching. Other technical standards shall conform to Code for Design of High-speed Railway (TB 1062 1-2009).

(3) Planned transportation capacity. 50 million people/year in one direction.

Three. Investment estimation, funding sources and construction arrangements

The total investment of the project is 53.25 billion yuan, including 50.75 billion yuan and 2.5 billion yuan for EMU procurement.

Source of funds: The project capital accounts for 50% of the total investment, accounting for 26.625 billion yuan, of which: Jiangxi Province undertakes 40% of the capital, accounting for 654.38+0.065 billion yuan, which is contributed by Jiangxi Railway Investment Group Corporation and Xingtie Industrial Investment Fund. Jiangxi Province is responsible for land acquisition and demolition, and the cost of land acquisition and demolition will be incorporated into local shares after being recognized by all parties; The rest is funded by China Railway Corporation with the Railway Development Fund, including 5.805 billion yuan in the central budget. Funds other than capital use bank loans such as China Development Bank.

The project is managed by Changjiu Intercity Railway Company, and the construction period is 5 years.

Fourth, in the next stage, we should reasonably grasp the reserved conditions of infrastructure, optimize the local scheme of the line and the connection scheme of the hub, and strictly control the project investment. Implement local investment and promote the integrated planning and comprehensive development of railways and surrounding land. Pay close attention to the construction of Jiangxi-Shenzhen passenger dedicated line and improve the investment benefit of the project.

Five, strengthen the construction management, to ensure the quality and safety of the project. Strictly control the scale of land use, save intensive land use, and implement relevant policies and measures such as land acquisition and demolition, energy conservation and environmental protection.

6. Please ask State Grid Corporation to arrange external power supply and power engineering synchronously to ensure the synchronization with this project. The Ministry of Industry and Information Technology and the Information Technology Department of the General Staff are requested to provide support and cooperation in the relocation and reform of communications.
